Abstract: An overview of progress in coordinating Federal nutrition research efforts and identifying areas in need of improvement are provided. Much progress has been made within and among Federal human nutrition research departments and agencies since Congress called for improved coordination in the Food and Agriculture Act of 1977. It is recommended that such coordination efforts continue and that agencies and departments plan their research efforts in conjunction with other Federal supporters of nutrition research to avoid duplication or inadequate coverage. The director of the Office of Science and Technology Policy should direct the Joint Subcommittee on Human Nutrition Research to develop a Federal nutrition research plan with input from agencies and departments which engage in human nutrition research. This report provides a quantitative assessment of progress made towards the sustainable development goal of ending hunger and all forms of malnutrition since 1990. Using a cluster analysis, it categorizes country performance along three dimensions: (1) food security and nutrition outcomes; (2) structural drivers of food security and nutrition; and (3) past and present policy interventions in support of food security and nutrition. Key findings show that much progress has been made towards the goal of ending hunger. Yet, many countries continue to face moderate to high degrees of undernourishment, especially where economies made least progress in transitioning towards high-productivity, modern agriculture and non-farm economic development and where policy stances have been weak in promoting agricultural development, reducing gender inequalities, and improving infrastructure and basic social services. The decline in undernourishment has come with a rise in the prevalence in overweight and obesity. The spread of this form of malnutrition has come with dietary shifts towards the consumption of more animalsourced and processed foods that have accompanied urbanization and income growth. By 2015, the vast majority of countries faced moderate to high prevalence of adult overweight, and this form of malnutrition is also on the rise in countries with still significant rates of child undernourishment. No country in the world is showing declines in the rate of adult overweight.

Ethiopia has witnessed significant reductions in child mortality, undernutrition and communicable diseases, but more substantial and faster progress is still needed. The rise in overweight and obesity and in non-communicable diseases, particularly in urban areas, is alarming and requires urgent policy and programmatic attention. Unhealthy diets are the drivers of both forms of malnutrition and are the underlying cause of significant proportion of communicable and non-communicable diseases. Maintaining the relatively high breastfeeding practices and increasing the diversity of diets will be critical. Implementation of effective nutrition messaging that shapes consumer behavior to adopt healthy dietary patterns, while bridging gaps in reach and quality of nutrition messaging is warranted. The health extension program that is the cornerstone of the health sector transformation may need to be redesigned in a way that improves reach, quality, and minimize the risk of burnout of frontline health workers. Interventions focusing on making healthy diets affordable, accessible and available are urgently needed.
