1898 no llegó de repente. En 1898, España perdió "la mitad de su población y de su territorio" a manos de Estados Unidos en una guerra que le costó, además, 100.000 muertos. La derrota fue la culminación de un Siglo XIX marcado por guerras y revoluciones, de intentos de modernización y de pronunciamientos, de ver pasar el tren de la Revolución Industrial casi desde la barrera, de luchas por el alma colectiva entre liberales y tradicionalistas, carlistas y borbónicos. España fue derrotada sucesivamente, desde Napoleón hasta los EEUU, y en cada una de sus guerras civiles (incluyendo las guerras de secesión en los virreinatos americanos), hasta el hundimiento efectivo como potencia y el miedo real a desaparecer. La España de 1898 era la España "turnista", donde bajo el manto de elecciones sistemática y abiertamente amañadas se alternaban en el poder los partidos liberal y conservador, cambiando sólo cuando la presión popular por el mal gobierno obligaba al rey a rotarlos (mediante elecciones). El precio de esta apariencia de libertad era la delegación del control del voto en una cadena de oligarcas, los "caciques", que a su vez lo controlaban gracias al poder que seles daba sobre la administración. Un sistema que corroyó la legitimidad y la eficacia del sistema hasta dejar al país al pie de los caballos. Esto llevó a una ebullición de pensamiento que buscaba, de distintas formas, la regeneración. Un ejemplo especialmente importante fue Joaquín Costa. En este texto se recogen no sólo sus reflexiones, sino el debate público que suscitó sobre ellas en el Ateneo de Madrid, donde se pronunciaron casi todos los personajes que definen España antes y después de la crisis de 1898. Las soluciones y conceptos manejados hoy nos parecen a veces muy ajenos, pero así es como se pensaba en 1902. El texto es importante no sólo para entender cómo era entonces el país, sino el origen mismo de los nacionalismos periféricos actuales (que entonces asomaron por primera vez la cabeza) y la ebullición política del siglo XX, con dos repúblicas, dos dictaduras y una nueva democracia parlamentaria (esta vez real)intentando resolver, cada una a su manera, los problemas que detalla Costa.
