The aim of this encyclopedia is to provide a comprehensive reference work on scientific and other scholarly research on the quality of life, including health-related quality of life research or also called patient-reported outcomes research. Since the 1960s two overlapping but fairly distinct research communities and traditions have developed concerning ideas about the quality of life, individually and collectively, one with a fairly narrow focus on health-related issues and one with a quite broad focus. In many ways, the central issues of these fields have roots extending to the observations and speculations of ancient philosophers, creating a continuous exploration by diverse explorers in diverse historic and cultural circumstances over several centuries of the qualities of human existence. What we have not had so far is a single, multidimensional reference work connecting the most salient and important contributions to the relevant fields. Entries are organized alphabetically and cover basic concepts, relatively well established facts, lawlike and causal relations, theories, methods, standardized tests, biographic entries on significant figures, organizational profiles, indicators and indexes of qualities of individuals and of communities of diverse sizes, including rural areas, towns, cities, counties, provinces, states, regions, countries and groups of countries.

This book discusses the need of a legal protection at national and global levels to address the use of temporary employment contracts by employers. Chapter 1 reviews some theories of job security, showing how job security issues should be regulated in labour laws to protect workers and also how temporary contracts affect job security. Chapter 2 examines legal protection of job security in temporary contract in international contexts where it examines the concept and need for job security and job protection especially for temporary contracts based on three United Nations’ instruments, namely, the Universal Declaration of Human Rights (UDHR), International Covenant on Civil and Political Rights (ICCPR), and International Covenant on Economic, Social and Cultural Rights (ICESCR). Chapter 3 studies the ILO standards in relation to job security and temporary contracts as well as those covered by the Philadelphia Declaration and other conventions and recommendations. Chapter 4 discusses Islamic jurisprudence on jobs and job security. The main aims of this chapter is to provide the framework for protecting workers as a means to enhance job security in the world especially in Islam. It discusses Islamic jurisprudence concerning work and job conditions. The Islamic precept is based on the Qur’an and Hadith and these sources are used to explain the concept of jobs in Islam. In addition, this chapter also examines the Cairo Declaration on Human Rights in Islam (CDHRI).

One issue that comes up in discussions of compensation of state/local workers is their job security relative to that of workers in the private sector. Several questions arise in this regard. How much more secure are public sector jobs? Has their relative security declined in the Great Recession? Do different types of public sector workers fare differently? And how should greater job security be incorporated in the calculus of relative compensation? This brief addresses these issues. The discussion proceeds as follows. The first section presents data on the employment of state/local workers and private sector workers over the last three business cycles. It indicates that, despite declines in employment that have not yet fully abated, state/local workers fared somewhat better relative to private sector workers during this recession than in the past. The second section presents regression results on the relative job layoff experience of state/local workers between 1990-2007 and 2008-12, which quantifies the difference in job security between state/local workers and private sector workers in the two periods. The third section looks at teachers, non-teacher state workers, and non-teacher local workers separately to see how their employment levels have varied over time. At first, it looks like teachers fared better than non-teachers, but the regression analysis, which focuses on layoffs and controls for education, shows that teachers have no more job security than other public employees. The fourth section briefly discusses alternative ways of thinking about job security in the context of relative compensation considerations. The final section concludes that â€" due to the nature of the public sector â€" state/local workers have historically had greater job security than private sector workers, and that relationship continued through the Great Recession. Some argue that job security should be quantified and added to comparisons of public and private compensation. Our view is that while job security is attractive, other non-monetary factors make public sector jobs less attractive. Even if these negative factors are ignored, however, estimates of the value of job security suggest that it is not large enough to overturn the conclusion that state/local and private sector workers receive about the same compensation.

With the onset of the recession in 1990, job security has moved to the forefront of labor market concerns in the United States. During economic downturns, American employers rely heavily on layoffs to cut their work force, much more than do their counterparts in other industrialized nations. The hardships imposed by these layoffs have led many to question whether the U.S. workers can be offered more secure employment without burdening the companies that employ them. In this book, Katharine Abraham and Susan Houseman address this question by comparing labor adjustment practices in the United States, whether existing policies arguably encourage layoffs, with those in Germany, a county with much stronger job protection for workers. From their assessment of the German experience, the authors recommend new public policies that promote alternatives to layoffs and help reduce unemployment. Beginning with an overview of the labor markets in Germany and the United States, Abraham and Houseman emphasize the interaction of various labor market policies. Stronger job security in Germany has been accomplished by an unemployment insurance system that deters layoffs. In the U.S., the unemployment insurance system has encouraged layoffs while discouraging the use of work-sharing schemes. The authors examine the effects of job security on the efficiency and equity of labor market adjustment and review trends in U.S. policy. Finally, the authors recommend reforms of the U.S. unemployment insurance system that include stronger experience rating and an expansion of short-term compensation programs. They also point to the critical link between job security and the system of worker training in Germany, and advocate policies that would encourage more training by U.S. companies.

In recent years, a flurry of reports on downsizing, outsourcing, and flexible staffing have created the impression that stable, long-term jobs are a thing of the past. According to conventional wisdom, workers can no longer count on building a career with a single employer, and job security is a rare prize. While there is no shortage of striking anecdotes to fuel these popular beliefs, reliable evidence is harder to come by. Researchers have yet to determine whether we are witnessing a sustained, economy-wide decline in the stability of American jobs, or merely a momentary rupture confined to a few industries and a few classes of workers. On the Job launches a concerted effort to reconcile the conflicting evidence about job stability and security. The book examines the labor force as a whole, not merely the ousted middle managers who have attracted the most publicity. It looks at the situation of women as well as men, young workers as well as old, and workers on part-time, non-standard, or temporary work schedules. The evidence suggests that long-serving managers and professionals suffered an unaccustomed loss of job security in the 1990s, but there is less evidence of change for younger, newer recruits. The authors bring our knowledge of the labor market up to date, connecting current conditions in the labor market with longer-term trends that have evolved over the past two decades. They find that layoffs in the early 1990s disrupted the implicit contract between employers and staff, but it is too soon to declare a permanent revolution in the employment relationship. Having identified the trends, the authors seek to explain them and to examine their possible consequences. If the bonds between employee and employer are weakening, who stands to benefit? Frequent job-switching can be a sign of success for a worker, if each job provides a stepping stone to something better, but research in this book shows that workers gained less from changing jobs in the 1980s and 1990s than in earlier decades. The authors also evaluate the third-party intermediaries, such as temporary help agencies, which profit from the new flexibility in the matching of workers and employers. Besides opening up new angles on the evidence, the authors mark out common ground and pin-point those areas where gaps in our knowledge remain and popular belief runs ahead of reliable evidence.
