On the Defensive considers how our ethical responses to the Nazi camps have unintentionally repressed and denied the experiences of their victims. Through detailed readings of survivor narratives, particularly the works of political deportees Jorge Semprun and Charlotte Delbo, Sharon Marquart examines how well-intentioned people – including victims, their family members, and readers of witness literature – respond to such testimony in ways that are understood as ethical by their communities but serve instead to ignore victims’ experiences. As Marquart shows, collective disasters such as the Holocaust expose the limitations of our ethical theories. To cope with this instability we withdraw and defend ourselves through inattentive and formulaic responses that turn a blind eye to the plight of victims. Challenging contemporary theorizations of community, ethics, testimony, and trauma, On the Defensive is a far-reaching reflection on the ways in which communal understandings of our duties and responsibilities to others can facilitate the denial of an atrocity’s horrors.

Wray provides an excellent survey of the intricacies of employing defensive tactics against a powerful opponent. Using after-action reports, unit war diaries, and other primary materials, Major Wray analyzes the doctrine and tactics that the Germans used on the Eastern Front during World War II. At the end of World War I, the Germans adopted the elastic defense in depth and continued to use it as their basic doctrine through the end of World War II. However, because of limitations caused by difficult terrain, severe weather, manpower and supply shortages, Soviet tactics, and Hitler’s order to stand fast, German commanders were unable to implement the Elastic Defense in its true form. Even so, innovative and resourceful unit commanders were able to adapt to the harsh realities of combat and improvise defensive methods that saved the German armies from complete annihilation. U.S. Army unit commanders on the future battlefield, while battling a motivated and aggressive force, will also face hard battlefield conditions. Therefore, these commanders, in applying the AirLand Battle tenets of initiative, depth, agility, and synchronization, will have to demonstrate the same type of innovativeness and resourcefulness as the Germans did in Russia. To operate on the AirLand Battlefield, U.S. soldiers must depend on sound doctrine and the ability to execute it intelligently. All Army officers will benefit from Major Wray’s new and vital assessment of how German doctrine was modified by the test of war.

Sir: In the latter part of July last, after the receipt by the Board of Engineers for Fortifications of the instructions from this office of May 11, postponing the application of iron constructions to our harbor defenses, * * * this Board suggested a personal examination, by one or two of its members, of the condition of the problem abroad, where it is well known long series of experiments have been made, and the ablest men of science have been engaged in analyzing and applying the results. This course seemed to commend itself by considerations both of economy of time and expense; and since the projects for strengthening the defense of the chief ports, by barbette and mortar batteries for the largest calibers, are now well advanced toward completion, the time seems suitable for these examinations to be made, and I accordingly recommend that Brevet Major General J. G. Barnard, Colonel of Engineers, and Brevet Major General H. G. Wright, Lieutenant Colonel of Engineers, be ordered to proceed to England, France, Belgium, Prussia, and Russia, for the purpose of collecting information upon the fabrication of iron for defensive purposes, and its uses in modern fortifications, and especially in works for coast defense, their absence from this country not to exceed a period of four months. * * * These officers should receive instructions from the Chief of Engineers, and report the progress of their examinations to him from time to time.
