Upon its adoption in December 1936, Soviet leaders hailed the new so-called Stalin Constitution as the most democratic in the world. Scholars have long scoffed at this claim, noting that the mass repression of 1937–1938 that followed rendered it a hollow document. This study does not address these competing claims, but rather focuses on the six-month long popular discussion of the draft Constitution, which preceded its formal adoption in December 1936. Drawing on rich archival sources, this book uses the discussion of the draft 1936 Constitution to examine discourse between the central state leadership and citizens about the new Soviet social contract, which delineated the roles the state and citizens should play in developing socialism. For the central leadership, mobilizing its citizenry in a variety of state building campaigns was the main goal of the discussion of the draft Constitution. However, the goals of the central leadership at times stood in stark contrast with the people’s expressed interpretation of that social contract. Citizens of the USSR focused on securing rights and privileges, often related to improving their daily lives, from the central government.

Moscow's Heavy Shadow tells the story of the collapse of the USSR from the perspective of the many millions of Soviet citizens who experienced it as a period of abjection and violence. Mikhail Gorbachev and the leaders of the USSR saw the years of reform preceding the collapse as opportunities for rebuilding (perestroika), rejuvenation, and openness (glasnost). During World War II, some two million Jewish refugees relocated from the western regions of the USSR to the Soviet interior. Citizens in the Central Asian territories were at best indifferent—and at worst openly hostile—toward these migrants. Unpopular policies dictated that residents house refugees and share their limited food and essentials with these unwelcome strangers. When the local population began targeting the newcomers, Soviet authorities saw the antisemitic violence as discontentment with the political system itself and came down hard against it. Local authorities, however, were less concerned with the discrimination, focusing instead on absorbing large numbers of displaced people while also managing regional resentment during the most difficult years of the war. Despite the lack of harmonious integration, party officials spread the myth that they had successfully assimilated over ten million evacuees. Albert Kaganovitch reconstructs the conditions that gave rise to this upsurge in antisemitic sentiment and provides new statistical data on the number of Jewish refugees who lived in the Urals, Siberia, and Middle Volga areas. The book’s insights into the regional distribution and concentration of these émigrés offer a behind-the-scenes look at the largest and most intensive Jewish migration in history.
