This book provides an analytical framework and toolkit for anyone involved — theoretically or practically — with the economic, social, ecological or cultural development of a territory. This work provides an overview of the various territorial development processes, inclusive of both individual and collective actions. In pursuance of its objectives, the book re-examines the classical concepts of governance and regulation in order to position them in an integrative model of the initiatives which contribute dynamically to territorial development. According to this model, the concepts of governance and regulation become two axes, revealing four main reference situations which differentiate between the local initiatives (ground-up) and public actions (top-down) that coexist in a territory. The model emphasizes the need to consider the place of territorial stakeholders in regulatory processes. The book enriches this concept, familiar in a legislative context, and describes it as an area of influence of and negotiation with shareholders. It contributes to a territorial governance system which encourages development offers. It reveals the inseparable link between influence and development processes that lead to value creation. The logic of governance specifies the various sources of value creation, while the logic of regulation seeks to maximize the acceptability of such value creation by making it into an attractive proposition for stakeholders.

This book focuses on territorial policies as instruments for local development in Europe’s periphery. Using a multiple-case research design in three typical case studies in the context of the Mediterranean island of Sardinia (Italy), we empirically test the hypothesis that the institutionalisation of the governance system is an independent variable that is capable of influencing the quality of public policy, intended as a dependent variable. According to this hypothesis, the two above-mentioned variables tend to change according to a linear and direct correlation: upward variation of the degree of institutionalisation of the governance system tends to correspond to upward variation in the quality of the policy, and vice versa. In our conclusions, we discuss the descriptive and prescriptive implications of the empirical findings of the research for the local development of peripheral areas. Regarding the descriptive implications, we explain how territorial policy-making can be articulated, based on the degree of institutionalisation of the governance system and the quality of the territorial policies. Regarding the prescriptive implications, we identify the best practices for territorial governance in order to improve the chances of local development in Europe’s periphery.

This book focuses on the main challenges that cities, regions and other territories at sub-national level face when it comes to designing and implementing a territorial strategy for economic development and competitiveness. However, there is still a notorious lack of both theoretical and empirical research on this issue. This book seeks to enhance the cultural dimension of sustainable development and particularly focuses on minor historic centers and their natural and rural landscapes. In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. Thus, heritage identity is one of the few elements, together with natural resources, which has the potential for economic development that is still firmly rooted in places and local populations. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.
