This book is a comparison of the history and politics of two sister societies, comparing Canada with Australia, rather than, as is traditional, with the United Kingdom or the United States. It is representative of a particular interest in promoting more contact and exchange among Canadian and Australian scholars who were investigating various features of the two societies. Because some of them were individually involved in aspects of federalist studies, an examination of the early evolution of federalism in what once were the two sister dominions seemed quite an appropriate area in which to begin comparisons. The book discusses Canadian federalism from about 1864 to 1880 and Australian federalism from about 1897 to 1914. It examines the background and changes wrought on early Canadian federalism and early Australian federalism.

In the late Victorian era, smoking was a male habit and tobacco was consumed mostly in pipes and cigars. By the mid-twentieth century, advertising and movies had not only made it acceptable for women to smoke but smoking had become a potent symbol of their emancipation. From mass cigarette production in 1888 to the first studies linking cigarettes to lung cancer in 1950, The Freedom to Smoke explores gender and other key issues related to smoking in Montreal, including the arrival of "big tobacco," first attempts to ban the cigarette, wartime tobacco funds, French Canadian smoking habits, rituals of manliness, and the growing respectability of women smokers - none of which have been examined by historians. Jarrett Rudy argues that while people smoked for highly personal reasons, their smoking rituals were embedded in social relations and shaped by dominant norms of taste and etiquette. The Freedom to Smoke examines the role of the tobacco industry, health experts, churches, farmers, newspapers, the military, the state, and smokers themselves. A pioneering city-based study, it weaves Western understandings of respectable smoking through Montreal's diverse social and cultural fabric. Rudy argues that etiquette gave smoking a political role, reflecting and serving to legitimize beliefs about inclusion, exclusion, and hierarchy that were at the core of a transforming liberal order.

The core of the book revolves around the shifting nature of Ontario’s political landscape. In many ways this is a story of successive governments, ambitious politicians, diligent bureaucrats, and endless library reports straddling the decades. Their aim appears to have been making even better a system that, despite weaknesses, was clearly the best in Canada. Three distinctive trends emerged in Ontario librarianship after the 1930s: first, a growing sense of professionalism in librarianship; second, an enhanced sense of belonging to a pan-Canadian library movement that in 1946 would result in the formation of the Canadian Library Association; and third, a heightened awareness of the competing demands of high culture and popular culture. Public libraries became an important vehicle for promoting community, albeit with competing visions of “space and place,” as Canada generally and Ontario specifically experienced post-World War II immigration and the baby boom. As libraries approached the 21st century, the concerns of digital formats and the all-encompassing Internet intertwined to alter the book-centric "bricks and mortar" world of libraries. Nonetheless, public libraries were well placed to survive this new threat, just as they had with the challenges of radio, television, and telecommunication challenges in the 20th century.
