It had occurred to the author that one of the most difficult tasks for a young student just then was to get hold of the history of our own times. If anybody wanted to learn something of the facts concerning the reign of Elizabeth, or the reign of Anne, or the reign of George the Third, or the years of the great Reform Bill, there were standard books on every subject, which could be got at in every public library, and which indeed stood on the shelves of most men's private libraries; but, to make oneself acquainted with what had happened in the reign of Queen Victoria, there were only the interminable files of newspapers to consult, except, of course, for some special works dealing with particular chapters of history, such as the Crimean War or the Indian Mutiny. Excerpt from Our Own Times, Vol. 1: A Continuous History of the Twentieth Century History is the record of human experience. It is the one great text-book. The only way to understand the present is to know the past; and to us of to-day, who are face to face with immediate prob lems, the history of the immediate past is more important in its de tails than the events of centuries that have long been mustv. We may read in the Older generations the great tendencies that lead straight to the center of present-day energies. Given those tendencies, our chief concern is with their results to-day. And as we Observe those results we gain some inkling of what lies ahead. Some historians have argued that the long perspective of a hundred years is essential to accuracy in the selective judgment of events; that he who writes in 1900 should lag behind the period at least as far as the Battle of Waterloo; that it is impossible for him to write judicially the history of the Victorian era in England, the American Civil War, or the foundation of the new German Empire. The point is well taken in one regard, namely, that the final word can never be said of the past as long as there continues to be a present and a pos sible future. The book of history is never finished; and we must continue to revise Old estimates to make them consistent with the latest entries. Two hundred years from now the American Civil War may be seen to have a meaning which at present we cannot suspect. Yet the fact that our View of that conflict is bounded by a horizon which must expand as the decades go by is no reason why the history of the war should not be written; nor is it good ground for refusing to make interpretation of the events recorded. We do well to studv recent history for what it means to us, rather than to ignore it because it may mean something different to our great-grandchildren. Excerpt from A History of Our Own Times, Vol. 1 of 2: From the Accession of Queen Victoria to the General Election of 1880 Before half-past two o'clock on the morning of June 20, 1837, William IV. was lying dead in Windsor Castle, while the messengers were already hurrying off to Kensington Palace to bear to his successor her summons to the throne. The illness of the king had been but short, and at one time, even after it had been pronounced alarming, it seemed to take so hopeful a turn that the physicians began to think it would pass harmlessly away. But the king was an old man - was an old man even when he came to the throne, and when the dangerous symptoms again exhibited themselves, their warning was very soon followed by fulfillment. The death of King William may be fairly regarded as having closed an era of our history. With him, we may believe, ended the reign of personal government in England. William was indeed a constitutional king in more than mere name. He was to the best of his lights a faithful representative of the constitutional principle. He was as far in advance of his two predecessors in understanding and acceptance of the principle as his successor has proved herself beyond him. Constitutional government has developed itself gradually, as everything else has done in English politics. The written principle and code of its system it would be as vain to look for as for the British constitution itself. King William still held to and exercised the right to dismiss his ministers when he pleased and because he pleased. His father had held to the right of maintaining favorite ministers in defiance of repeated votes of the House of Commons.
