Few dimensions of dealing with Pakistan are the source of as much frustration as the tribal areas bordering Afghanistan, the subject of this Council Special Report commissioned by the Center for Preventive Action. Daniel Markey analyzes the unique challenges of this region, which has long been largely outside Pakistani government control. He argues that the United States must work with Islamabad to confront security threats and improve governance and economic opportunity in the Federally Administered Tribal Areas (FATA), something that could reduce militancy. The report lays out a cooperative, incentives-based strategy for the United States that would aim to increase the capacity of the Pakistani government and its security institutions, foster political and economic reform, and build confidence in the bilateral relationship. At the same time, the report outlines alternatives to be considered should this positive approach fail to advance U.S. interests. These alternatives, be they coercive sanctions to induce Pakistan to act or unilateral U.S. action against security threats, could bring some short-term progress in dealing with significant threats -- but at the cost of bringing about a more hostile Pakistan that would cease to be a partner of any sort.

The relationship between America and Pakistan is based on mutual incomprehension and always has been. Pakistan—to American eyes—has gone from being a quirky irrelevance, to a stabilizing friend, to an essential military ally, to a seedbed of terror. America—to Pakistani eyes—has been a guarantee of security, a coldly distant scold, an enthusiastic military enabler, and is now a threat to national security and a source of humiliation. The countries are not merely at odds. Each believes it can play the other—with sometimes absurd, sometimes tragic, results. The conventional narrative about the war in Afghanistan, for instance, has revolved around the Soviet invasion in 1979. But President Jimmy Carter signed the first authorization to help the Pakistani-backed mujahedeen covertly on July 3—almost six months before the Soviets invaded. Americans were told, and like to believe, that what followed was Charlie Wilson's war of Afghani liberation, with which they remain embroiled to this day. It was not. It was General Zia-ul-Haq's vicious regional power play. Husain Haqqani has a unique insight into Pakistan, his homeland, and America, where he was ambassador and is now a professor at Boston University. His life has mapped the relationship of the two countries and he has found himself often close to the heart of it, sometimes in very confrontational circumstances, and this has allowed him to write the story of a misbegotten diplomatic love affair, here memorably laid bare.

The Karakoram Highway was constructed by the Pakistani state in the 1970s as a major development project that furthered the national interest and solidified state control over the disputed region of northern Pakistan. Focusing on this highway, this book provides a unique analysis of the links between space, travel and history in the formation of the Pakistani nation-state. The book discusses how the highway was a symbol for an imagined national identity, and goes on to look at how it offered Pakistan a pre-Partition history and a fixed territory, by providing a historical link to the Silk Route and a contemporary geographical linkage to Central Asia. Examining the influence of the diverse travellers along the Karakoram Highway, the book shows how global flows of development, trade, labour, and tourism have remapped the Pakistani nation-state and reshaped the local. Providing a fresh perspective on the nation-state of Pakistan, this book is an important contribution to studies on South Asian History, Anthropology, Politics and Geography.

This book examines the rise of religious extremism in Pakistan and analyzes its connections to the Pakistan Army's policies and fluctuating U.S.-Pakistan relations. It includes profiles of leading Pakistani Jihadi groups with details of their origins, development, and capabilities based on interviews with Pakistani intelligence officials, and operators of the militant groups. The book contains new historical materials on Operation Gibraltar (the 1965 war with India), the conspiracy behind General Zia-ul-Haq's plane crash in 1988, a botched military coup by fundamentalists in the army in 1993-94, and lastly about how General Musharraf handled the volatile situation after the 9/11 attacks. Besides General Musharraf's detailed profile, the book evaluates the India-Pakistan relations vis-à-vis the Kashmir conflict, and Dr. A Q Khan's nuclear proliferation crisis. The book offers predictions for Pakistan's domestic and regional prospects.--Publisher.
