The specter of a prison punishment for even slight political offenses became an element of daily life in post-war Poland. In interwar Poland, imprisonment, especially for communists, had served as a rite of passage, endurance training, and a university teaching life skills. The post-war order brought a dramatic shift, as communists all over the region, often veterans of interwar prisons or war-time concentration camps, used incarceration sites as a way to mold the future. The prison system functioned as a tool to subjugate society and silence or destroy enemies- anti-communists as well as committed communists. Arrests, trials, and prison sentences directly and indirectly affected tens of thousands of people and instilled fear and insecurity in many more. Many of those imprisoned as enemies of the new post-war Communist authorities were women. Some were jailed for their alleged collaboration with the Nazi resistance during the war, some for post-war activities in various civil and quasi-military groups, still others on the basis of their relationships with those already imprisoned. For some, there was evidence of their anti-state activities, while for many others the accusations were contrived. In this work, Anna Müller unearths the prison lives of these women through their autobiographical writings, interrogation protocols, cell spy reports, and original interviews with former political prisoners. Her interviewees narrated their own versions of what happened during their arrests, interrogations, and confinement. They also explored their emotions: surprise, confusion, fear, and anger. Although their imprisonments interrupted their lives, separated them from families, and caused much suffering, the women reflected on how they refashioned themselves during their interrogations; applied their senses to orient themselves in the prison space; and used their bodies to gain control over themselves and as a means to exercise pressure on the authorities. The creativity that they displayed individually and collectively in their cells helped them rebuild a semblance of normal life inside prison walls despite the abuses inflicted by interrogation officers and guards. By examining women's lives in the cells of Communist-era prisons, If the Walls Could Speak contributes to our understanding of coercion and resistance under totalitarian regimes.

The neo-Weberian state constitutes an attempt to combine the Weberian model of administration with the principles laid down during the retreat from the bureaucratic management paradigm (new public management and public governance). The concept of neo-Weberian state involves changing the model of operation of administrative structures from an inward-oriented one, focused on compliance with internal rules, into a model focused on meeting citizens’ needs (not by resorting to commercialisation, as is the case with new public management, but by building appropriate quality of administration). This book discusses the context of the neo-Weberian approach and its impact on the processes of societal transformation. Further, it identifies and systematises the theoretical and functional elements of the approach under consideration. This volume includes comparative analyses of the neo-Weberian state and public management paradigms. In the empirical part of the work, its authors review selected policies (economic, innovation, industrial, labour, territorial, urban management, and health) from the perspective of tools typical of the neo-Weberian approach. This part also includes a critical scrutiny of changes which have taken place in the framework of selected policies in recent decades. The study assesses the appropriateness of the neo-Weberian approach to the management of public affairs regarding countries which have modernised their public administrations in its spirit. One of the aims of this analysis is to answer the question whether the application of neo-Weberian ideas may result in qualitative changes in the context of public policies. The final part of the book covers implications for public management resulting from the concept of neo-Weberian state. In Poland and elsewhere there has been a noticeable increase of interest in various aspects of the Polish-Jewish past which can be explained, the author argues, in terms of a broader intellectual need to explore the "blank spots" of Poland's national history. This quest begins and ends with Polish anti-Semitism and the Shoah, during which most of Europe's Jews were annihilated on Polish soil, but also focuses on the events of 1946-1968, the years of pogroms, anti-Semitic campaigns, and mass emigration of the Jews from Poland. All these became main issues of public reflection in Poland after a silence for almost forty years and led to the widespread view that Polish-Jewish relations are irredeemably poisoned by anti-Semitism. If this is the case, how is it possible then, the author asks, that Jews still play an important role in the cultural expressions and the consciousness of the Polish people? To find an answer, she explored Polish-Jewish relations in a small Galacian town from the early 19th century to the end of World War II. Detailed analysis of archival materials as well as interviews with Polish inhabitants of this town and Jewish survivors living elsewhere reveal a pattern of Polish-Jewish interdependence that has led to a far more complex picture than is generally assumed.
