Concepto y ciencia en la historia La expresi?n en s? se remonta al Trait? d'?conomie politique, un tratado en el esp?ritu del mercantilismo que Antoine de Montchr?tien public? en 1615. Jean-Jacques Rousseau escribi? un art?culo para la Grande Encyclop?die en 1755 bajo la palabra clave ?conomie politique, que, sin embargo, est? m?s interesado en la teor?a estatal y, en el campo econ?mico, representa m?s una cr?tica pol?tico-moral a la pol?tica mercantilista del gobierno. Los problemas econ?micos que se presentan en las econom?as avanzadas son diferentes de los pa?ses en desarrollo. Por lo tanto, estos ?ltimos no pueden aplicar las mismas medidas que aquellos. Las econom?as de los PA?SES SUBDESARROLLADOS presentan dos LIMITACIONES FUNDAMENTALES: El proceso de industrializaci?n por sustituci?n de importaciones ha generado una dependencia externa La sociedad presenta un alto grado de conflictividad y las instituciones, que funcionan como mediadoras, resultan d?biles En el siglo XIX, las econom?as de estos pa?ses se incorporaron al sistema de comercio internacional como proveedores de alimentos y materias primas. Vivieron una etapa de r?pido crecimiento, bajo el gobierno de oligarqu?as asociadas al capital extranjero, que controlaba los sistemas de transporte, comercial y financiero. En la d?cada del '20, al producirse la quiebra del comercio internacional, no estaban preparados para apoyar su crecimiento en sus propias instituciones. Argentina representa un caso particular en este contexto. Su econom?a est? monetizada, el sector industrial ocupa una gran parte de la poblaci?n econ?micamente activa, produce bienes de capital y consumo y su poblaci?n presenta un alto grado de alfabetizaci?n. Estas caracter?sticas la ubican junto a los pa?ses europeos. Sin embargo, Argentina ha tenido serias dificultades para constituirse como naci?n: el gran porcentaje de poblaci?n de origen inmigrante, la influencia del capital extranjero en su econom?a, la burgues?a acostumbrada al sistema del laissez faire y el proletariado que demanda una mayor participaci?n son some de los problemas que repercutieron en la debilidad de sus instituciones. La hip?tesis que presenta los autores es que en los pa?ses en desarrollo, los factores que complican la soluci?n de los problemas econ?micos se encuentran en el entorno institucional. Para abordar este tema, hemos resumido lo esencial del cap?tulo 1 de un texto de los autores Richard Mallon y Juan Sourrouille: LA POL?TICA ECON?MICA EN UNA SOCIEDAD CONFLICTIVA. EL CASO ARGENTINO. El cap?tulo mencionado se titula "FORMULACI?N DE LA POL?TICA ECON?MICA EN LA ARGENTINA: ANTECEDENTES Y EXPERIENCIA, 1948-1970".

In City/Art, anthropologists, literary and cultural critics, a philosopher, and an architect explore how creative practices continually reconstruct the urban scene in Latin America. The contributors, all Latin Americanists, describe how creativity—broadly conceived to encompass urban design, museums, graffiti, film, music, literature, architecture, performance art, and more—combines with nationalist rhetoric and historical discourse to define Latin American cities. Taken together, the essays model different ways of approaching Latin America’s urban centers not only as places that inspire and house creative practices but also as ongoing collective creative endeavors themselves. The essays range from an examination of how differences of scale and point of view affect people’s experience of everyday life in Mexico City to a reflection on the transformation of a prison into a shopping mall in Uruguay, and from an analysis of Buenos Aires’s preoccupation with its own status and cultural identity to a consideration of what Miami means to Cubans in the United States. Contributors delve into the aspirations embodied in the modernist urbanism of Brasília and the work of Lotty Rosenfeld, a Santiago performance artist who addresses the intersections of art, urban landscapes, and daily life. One author assesses the political possibilities of public art through an analysis of subway-station mosaics and Julio Cortázar’s short story “Graffiti,” while others look at the representation of Buenos Aires as a “Jewish elsewhere” in twentieth-century fiction and at two different responses to urban crisis in Rio de Janeiro. The collection closes with an essay by a member of the São Paulo urban intervention group Arte/Cidade, which invades office buildings, de-industrialized sites, and other vacant areas to install collectively produced works of art.
