Parental drug use affects children at every stage of their lives, from before birth and well into their adult lives The aim of this report is to shed light on an invisible population: children and adolescents living in families where at least one parent uses drugs. This focus on children exposed to parental dependence on drugs and alcohol implies helping them and their families to overcome dependence and its consequences. Parental drug use impacts children at every stage of their lives, from before birth and well into their adult lives. However, until now, this situation has received very little attention. This report looks at children growing up in families affected by drug and alcohol dependence, as well as the services, programmes and practices that help protect childhood and ensure children’s needs are met, while at the same time addressing the needs of parents. This project is part of the Pompidou Group’s mission of integrating human rights into drug policy. It was proposed in response to the Council of Europe’s invitation to the Pompidou Group Secretariat to participate in the Inter-Secretariat Task Force on Children’s Rights and to contribute to the discussions on the themes which should appear in the new Council of Europe Strategy on the Rights of the Child (2022-2027). The contents, conclusions and recommendations presented in the report contribute to the growing knowledge and interest in this topic and serve as a practical reference for the identification of promising practices and international partners. Far from being a conclusion, this report is the first step in a joint effort to give visibility to children of parents who use drugs and a tool to foster cooperation and dialogue that will continue in 2022 with Phase III of the project.

A majority of parents today are grappling with issues such as privacy, digital footprints and bullying. Where do they turn to find reliable information? When should they intervene in their children’s online activities? What is their role in ensuring that their children master the values, attitudes, skills and knowledge they need to actively, effectively engage with society? In 2020, the Council of Europe conducted a survey to better understand the views of parents on digital citizenship education and the concerns they have about their children’s use of digital technology. More than 21 000 parents in 47 countries responded to the survey, which was followed up by interviews in 2020 and 2021. Digital citizenship education from a parent’s perspective maps the needs and reflections of parents as they strive to ensure the well-being of their children and help them become competent digital citizens, who are empowered by digital technology rather than shaped by it. Conducted in the midst of school closures during the Covid-19 pandemic, the study documents parents’ experience when they stepped up as primary educators, often with little or no guidance from schools and inadequate digital equipment to cover their children’s needs. It aims to foster debate between parents, educators, researchers and policy makers on the meaning and challenges of digital citizenship education for children growing up in today’s digital age.

These two volumes contain articles presented at the Vlth International Symposium on Human Purine and Pyrimidine Metabolism held in Hakone, Japan ,July 17 trough 21, 1988. The first meeting of this series of symposia convened in Tel Aviv, Israel, and since then meetings have taken place every three years in various parts of the world. The second meeting was held in Baden, Austria, the third in Madrid, Spain, the fourth in Maastricht, the Netherlands, and fifth in San Diego, California. The Vlth meeting in Hakone marked the first such symposium held in Asia. On occasion of publishing these books, I would like to describe how research in this field has evolved in Japan. Early in the 1950s, I was engaged in clinical practice treating various rheumatic diseases as an orthopedicist, and found that a substantial percentage of our patients had symptoms apparently compatible with gout. During the 1960s, the number of these gouty patients increased, and in the 1970s, research on the pathogenesis of gout was performed on the basis of approximately 2,000 cases of this disease, together with precise epidemiological studies concerning gouty and hyperuricemic individuals. Data derived from the two kinds of study had greatly changed the notion that gout was a rare disease among Japanese. My clinical studies have been succeeded by research at the molecular level on various purine metabolic abnormalities, including not only gout but also other diseases with various symptoms of wide clinical spectra.

Two thousand years ago, the average life expectancy from birth to death of a Roman citizen, an individual better off than most people at that time, was about 22 years (wars, infectious diseases, trauma, etc.). This progressively increased to about 47 years in the U.S. and most European countries by 1900. Today, the average life expectancy in the U.S. is 78 years (women about five years more than men). Aneurysmal subarachnoid hemorrhage (aSAH) still represents a significant cause of morbidity and mortality around the world and its outcome can be dramatically impacted by early and expert care. SAH treatment comprises early neurosurgical or endovascular treatment of the ruptured aneurysm, strategies to reduce further neurological injury, and managing systemic complications. In fact, management of aSAH is a multidisciplinary issue and the current state of knowledge is in rapid evolution. Nevertheless, the guidelines are not up to date. The last American aSAH guidelines were issued in 2012 and covered literature up until May 2010, and in 2013 members of the Guidelines Committee of the European Stroke Organization reviewed them from a European standpoint. Since then, considerable advances have been made in diagnostic methods, surgical and endovascular techniques, and clinical management paradigms. Subarachnoid hemorrhage is still a relevant health problem and, although its incidence varies among populations, a quarter of patients affected by aSAH die and approximately half of survivors are left with some persistent neurological deficit. Taking into account the fact that the prognosis of aSAH patients is affected by multiple factors and that some of them can be influenced by therapeutic strategies and management procedures, we believe that there is a need to reassess which interventions provide the greatest benefit to patients.
