This guidebook provides practical information for developing educational partnerships, which is based on the experiences of 30 different partnerships in the Office of Educational Research and Improvement's (OERI) Educational Partnership Program. Conclusions about the process of developing a partnership are offered. First, partnerships should be developed if there is a shared concern about a real problem that can be best addressed by organizations from different sectors working together. Second, beginning a successful partnership requires communication among participants about the nature of the concerns, the feasibility of a partnership to address those concerns, organization, roles and responsibilities, and the content and focus of activities. Third, successful partnerships require leadership to build commitment and gather resources, use evaluation and strategic and adaptive planning, and acknowledge and confront problems. Finally, there is no single way to ensure successful partnership development. However, successful partnerships exhibit open information sharing at every point. Specific sections address the following questions: What are the steps to developing a successful educational partnership? How does a successful partnership begin? How do successful partnerships begin implementation? What is the role of evaluation and planning?; what happens when things go wrong? and Will the effort be worthwhile? We undertake the first quantitative and broadly comparative study of the structure and performance of partnership communities to our knowledge. Our study addresses several important research questions. How connected are the members of partnership communities? How can we understand the quality of the projects a community undertakes? How do political institutions shape their structure and performance? After defining partnership communities as networked communities of private firms which form the consortia that enter into long-term contractual arrangements with governments, we show how they are affected by government demand for partners. We then provide an overview of those factors predicting success in financing projects. Finally, we focus on the political economy of partnership communities. We develop and test theoretical predictions about how national institutions shape partnership communities and the quality of projects. We also investigate voters' preferences over alternative arrangements of infrastructure delivery before drawing out implications for research and practice.

Partnership is of growing importance in development work. Partnerships among state, private business, and civil society organizations are increasingly used to deliver the goods and services required for balanced growth and poverty reduction. Aid activities have shifted from a project focus to a more strategic and holistic focus on programs, sectors, and policies. Sustainable development has become a central perspective in environmental strategies around the world. It is clear that neither governments nor businesses have the capability to bring about sustainability on their own. Therefore, collaboration has emerged as a central concept. At the same time it is obvious that someone has to take the lead in the development towards sustainability. This book focuses on different forms of collaboration emerging between various actors. The objective of the book is to more systematically explore the different roles and relationships between partnership and leadership. Basically, both partnership and leadership can be seen in a positive and negative way: for example, as far as partnership is concerned, we can assume that the path towards sustainability can be paved by parties coming together, taking some initiative collaborating. On the opposite, partnership and consensus-based decisions can be seen as an obstacle to foster radical changes in production and consumption patterns. Similarly, leadership can be seen as an obstacle to sustainable development if leaders form close circles and are not willing to share experiences with other actors; but leadership could also be considered as an important element to keep concepts and practices forward. The book holds this double perspective: explaining, mapping and analyzing different goals/formats/methods of more and less collaborative approaches, but at the same time taking a critical approach to the theme by understanding related risks, effects, prospects and corrective actions. Next to a conceptual part, the book brings together case-studies from around the world. The focus is in describing and understanding various formats of collaboration and critically evaluating its effects and prospects. A concluding chapter discusses the role of partnership and leadership in realizing various levels of environmental innovations: optimization and re-design, that usually affect only a small part of the production/consumption structure, and much more complicated, radical innovations that have to deal with societal (sub)systems. The book is in part an edited version of selected papers presented during the 1998 Greening of Industry Conference in Rome on the subject, enriched with contributions of other invited authors.

By bringing together their respective competencies and resources for the greater good, governments, business, civil society and multilateral agencies have been seeking innovative ways to work together to respond to the myriad global challenges of our time: the impact of climate change; human security; the prevention, care and treatment of HIV/AIDS and other major diseases; the generation of new investment, entrepreneurship and employment; and financing for development. The appetite for such partnerships appears strong. Over 90% of corporate executives responding to a World Economic Forum survey felt that future partnerships between business, government and civil society would play either a major role or some role in addressing key development challenges. This trend will only be increased by the Western financial crisis and the retreat of the state from many areas of societal concern. In the last 15 years, many new partnerships have been formed, and many new people exposed to partnership ways of working. There have been remarkable successes, but also a range of concerns about effectiveness and accountability. Partnerships can work, but can they work better? Many practitioners are now asking how they can achieve a greater scale of impact to match the magnitude of the social and environmental challenges we face. When considering how to equip their organization or programme with the necessary skills to engage with companies in new ways, many leaders of NGOs or UN agencies hire staff from the private sector. Although such staff exchanges are important, it is not sufficient to rely on private-sector staff to develop and implement strategic forms of engagement. Rather, engaging business for social change is a specialism in itself. This book seeks to distil some of the author's 15 years of experience and key learnings on the advanced strategic planning of partnerships for people who work within civil society or public-sector organizations and who already partner with companies.
