The common understanding of physiocracy – the school of eighteenth-century political economy associated with thinkers such as Boisguillebert and Quesnay – is often confined to the view that it considered agriculture the only source of wealth, and manufacture, trade and export as unproductive. The limitations of this view are particularly acute for those wishing to chart the ancien régime as it approached 1789. First published in 1939, this study attempts to answer such questions as: What is the meaning of physiocracy? What is the provenance of its various doctrines? What were its ultimate intentions? For many it is unclear how the physiocrats could expound such views against all the arguments employed by their opponents: particularly so given that, among them, were men revered by the likes of Adam Smith, either as profound thinkers, such as Quesnay, or as statesmen, such as Turgot.

The English historian of economic thought Higgs discusses iin a series of lectures given at the London School of Economics in 1896 the 18th century free market Physiocratic school, its origins, ideas, political and intellectual influence. Henry Higgs was a British civil servant, economist, and historian of economic thought. Higgs joined the War Office as a Lower Division Clerk in 1882. From there he moved to the Postmaster General's Office in 1884 when he also began taking courses at University College London. He received an LLB degree at the latter in 1890. He went to Treasury in 1899 and was appointed Private Secretary of then-Prime Minister Henry Campbell Bannerman for three years before returning to Treasury in 1908. Among other subjects, Higgs wrote on the economist Richard Cantillon and edited what became the standard version of Cantillon's Essai sur la nature du commerce en general. He also wrote on the Physiocrats, the financial system of the United Kingdom, and financial reform.

The r61e of industry and of commerce which makes values change hand, but does not multiply them, is thus narrowly restricted, and the main economic ideal of a nation is to maximise its net products. Adam Smith remarks of the Aconomistes that "in their works, which are very numerous, and which treat not only of what is properly called Political Economy, or of the nature and causes of the wealth of nations, but of every other branch of the system of civil government, all follow implicitly, and without any sensible variation, the doctrine of M. Quesnai. There is, upon this account, little variety in the greater part of their works." And then he adds the statement, already referred to (p. 66 n.), that "the most distinct and best connected account of their doctrine" is given by Mercier de la Riviere. But La Riviere's book, which deals especially with the political side of their teaching, was not entirely accepted by some members of the school in its plea for an enlightened despotism. Mirabeau and Du Pont, Abeille and Morellet, for instance, while agreeing in the letter with most of these opinions, differed from them in spirit, and even, later on, in practice. As for Turgot, Mirabeau relates that Du Pont repeated to him Turgot's words when Du Pont was leaving for Poland: "I am not an encyclopaedist, for I believe in God: I am not an economiste, for I should wish to have no king."
