The gun control debate is more complex than we often acknowledge. What is often phrased as a single question -- should we have gun control -- Is actually made up of three distinct policy questions. First, who should we permit people to have guns? Second, which guns should be allowed? Thirdly, how should we regulate the acquisition, storage, and carrying of the guns people may legitimately own? To answer these questions we must decide whether (and which) people have a right to bear arms, what kind of right they have, and how stringent that right is. We must also evaluate divergent empirical claims about (a) the role of guns in causing harm, and (b) the degree to which private ownership of guns can protect innocent civilians from attacks by criminals, either in their homes or in public. Hugh LaFollette sorts through the conceptual, moral, and empirical claims to fairly assess arguments for and against serious gun control, and ultimately argues that the US needs far more gun control than we currently have in most jurisdictions.

A loophole in federal law and the law of 33 states, commonly referred to as the "Gun Show Loophole," allows unlicensed vendors at these events to sell firearms without conducting background checks on purchasers. In its efforts to keep the Gun Show Loophole open, the gun lobby often cites a Department of Justice (DOJ) survey in claiming that less than 1% of firearms used in the commission of crimes in the United States are obtained at gun shows. The findings of this survey have been grossly distorted by opponents of gun show regulation. A comprehensive analysis of the survey's methodology, scope, and structure reveals the problems with treating it as a scientific analysis of the sources of crime guns.

Gun violence is a serious problem in the U.S. For many years, in order to decrease gun violence, the sale and possession of firearms has been regulated by statute. This article argues that tort claims against gun manufacturers can complement legislative regulation, providing gun sellers and manufacturers with incentives to take reasonable measures to prevent gun sales to criminals. The article does not, however, endorse all tort claims against the gun industry. It argues in favor only of narrowly tailored claims that identify specific marketing and sales practices that increase the risk that guns will be used to commit crimes. The likely effect of such claims would be to make the firearms industry more responsible and to reduce gun violence. This article advocates an essential, albeit secondary, role for the tort system in regulating the gun industry. Legislatures ought to decide whether and under what circumstances the sale of guns should be legal. The tort system, by means of liability exposure, ought to discourage attempts by manufacturers to legally circumvent the aims of the regulatory system. On one hand, this article advocates a greater role for the tort system than those who view tort claims against the gun industry as illegitimate attempts to achieve more stringent regulation of the gun industry through the court system, following failure to do so in state legislatures and Congress. On the other hand, this article advocates a more modest role for the tort system than those who view the tort system as a primary source for industry reform, free of the corrupting political influences that distort legislative policy making.

The Makarov Pistol entered service as the primary service pistol in the armed forces and security services of the Soviet Union in 1951. It continues to serve in the forces of the Russian Federation, and the former Soviet Union, and of nations around the world. It has been estimated that some 5 million Makarov pistols had been produced in the Soviet Union and Russian Federation alone up 2002, and production continues for military, police and civil markets in Russia to this day. Additionally, the Makarov Pistol was also produced under license in East Germany, Bulgaria and China. The Makarov Pistol has served around the world in conflicts and security duties in all climates and terrains, and can claim the distinction of being the first firearm to be carried into space. Despite the large numbers and the widespread use of the Makarov Pistol, it remained a rare and little known firearm among western collectors until the end of the Cold War. In the 1990s however, large numbers of Makarov Pistols, accessories and its previously unobtainable 9x18mm cartridge were exported to the west with the end of the Cold War and the collapse of the Eastern Bloc, opening up a new field of firearms collecting. While collectors have been documenting and recording the many aspects of the Makarov Pistol over the last 25 years, this information has never been systematically consolidated into a handy reference book - until now. This book documents the Makarov Pistols produced by the Soviet Union and Russian Federation, and the Pistole M, the version produced in East Germany. This is the first volume of a two volume series documenting the history, features, manufacturing variations and markings of the Makarov Pistol, its accessories, documentation and other collectibles available to the collector.
