The competing merits of plurality and proportional representation have intrigued political economists and political scientists for quite some time. Of primary interest is whether one or the other system is better in serving the interests of the electorate. Since theoreticians are unable to unambiguously determine the answer to this question, the issue must ultimately be decided empirically. We use data from Sicilian elections, where the system was recently altered towards the system of plurality. We are able to demonstrate that the proportional representation system engenders greater information among voters and elicits greater commitment from them than plurality. We are also able to show that in larger towns increased information causes a more dispersed vote under a proportional representation system; further, this result does not hold under plurality. This may have some implications for the size of positional rents reaped by political parties under the two electoral systems.

Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duverger’s Law and Duverger’s Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems; the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as “mechanical effects”, and “psychological effects”. However, while Duverger’s Hypothesis concerning the link between PR and multipartism is now widely accepted; the empirical evidence that plurality voting results in two-party systems is remarkably weak—with the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duverger’s law in the world’s largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duverger’s Law in these countries; the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.

This paper examines the importance of electoral rules for legislators' behavior. It uses a quasi-natural experiment that assigns whether legislators are elected under the "first-pass-the-post" (FPTP), or the proportional representation (PR) electoral rule. The experiment is generated by the current German electoral system. This approach can identify the effect of electoral rules on legislators' behavior without being subject to a simultaneous equation bias. This approach can disentangle whether so-called pork barrel politics are due to political climate in a country or due to the electoral rule employed. We find that the FPTP system gives legislators incentives to service their geographically based constituency as evidenced by their committee assignments. Legislators elected through PR seek committees that service the party constituencies, which are not necessarily geographically based.
