In Peace and Rural Development in Colombia Andrés García Trujillo investigates whether peace agreements geared toward terminating internal armed conflicts trigger rural distributive changes. Combining academic rigor with an insider’s perspective, García Trujillo shows that the peace agreement in Colombia opened an exceptional window for addressing rural inequality. Yet, despite some progress, he argues that the agreement’s leverage to stir change was severely constrained by opposing actors within and outside the government. García Trujillo later applies the framework developed for the Colombian case to explain key dynamics of other post-conflict societies that have dealt with agrarian issues under a transitional context, like El Salvador or South Africa. Las elecciones nacionales del 2018 y las locales del 2019 fueron las primeras elecciones realizadas después de la firma del Acuerdo Final para la Terminación del Conflicto y la Construcción de una Paz Estable y Duradera firmado entre el Gobierno nacional y la guerrilla de las farc. El punto dos de dicho Acuerdo se enfocó en la participación política y en el sistema electoral colombiano para promover la apertura democrática y con esto facilitar la transición del grupo armado a la vida legal. Si bien las reformas políticas que buscaban reglamentar lo pactado por el Gobierno se hundieron en el Legislativo, los cambios políticos e institucionales han incidido en la configuración de un nuevo escenario político y electoral con la presencia de nuevos actores. Con este punto de partida, el objetivo de En configuración permanente es analizar los resultados de las contiendas del 2018 y el 2019 —en los que se ve la configuración del poder político en los primeros momentos del posconflicto—, para contribuir al debate sobre las características del funcionamiento de la democracia en Colombia, especialmente en cuanto a sus posibilidades de mejora, y sobre la representación política en el país, prestando atención a la aparición de nuevos partidos y su desempeño, así como al desempeño de partidos existentes desde antes de la firma del Acuerdo. Most recent works about the efforts of local communities caught up in a civil war have focused on their efforts to remain places of security and safety from the violence that surrounds them—neutral peace communities or zones. This book, in contrast, focuses on local peace communities facing new challenges and opportunities once a peace agreement has been signed at the national level, such as those in South Africa, the Philippines, Burundi, East Timor, Sierra Leone, and the present peace process in Colombia between the FARC and the Colombian Government. The communities’ task is to make a stable and durable peace in the aftermath of a violent civil war and a deal on which local people have usually had little or no influence. Such agreements seek to involve them in both short and longer term peace-building, and expect local communities to cope with problems of armed ex-combatants, IDPs and refugees, law and order in the absence of much state presence, high unemployment and the need for widespread and massive reconstruction of physical infrastructure damaged or destroyed during the war. How local communities have coped with the demands of “peace” is thus the theme that runs through each of these individual chapters, written by authors with direct experience of grassroots communities struggling with such “problems of peace.”

This volume examines the ways in which the socio-economic elites of the region have transformed and expanded the material bases of their power from the inception of neo-liberal policies in the 1970s through to the so-called progressive ‘pink tide’ governments of the past two decades. The six case study chapters—on Chile, Brazil, Ecuador, Colombia, El Salvador, and Guatemala—variously explore how state policies and even United Nations peace-keeping missions have enhanced elite control of land and agricultural exports, banks and insurance companies, wholesale and import commerce, industrial activities, and alliances with foreign capital. This book is a collection of contributions by leading scholars on theoretical and contemporary problems of militant democracy. The term 'militant democracy' was first coined in 1937. In a militant democracy preventive measures are aimed, at least in practice, at restricting people who would openly contest and challenge democratic institutions and fundamental preconditions of democracy like secularism - even though such persons act within the existing limits of, and rely on the rights offered by, democracy. In the shadow of the current wars on terrorism, which can also involve rights restrictions, the overlapping though distinct problem of militant democracy seems to be lost, notwithstanding its importance for emerging and established democracies. This volume will be of particular significance outside the German-speaking world, since the bulk of the relevant literature on militant democracy is in the German language. The book is of interest to academics in the field of law, political studies and constitutionalism.
