A contemporary classic in Peru, where it was first published in 1986, this book explores changes in the political identity and economic strategies of the Peruvian working class in the 1970s and 1980s. Jorge Parodi uses a case study of Metal Empresa, a large factory in Lima, to trace the surge and decline of the labor movement in Peru--and in Latin America more generally--through the successes and frustrations of the members of a once-powerful union as they coped with the nation's deteriorating economic situation. By the early 1970s, Metal Empresa was the site of one of the most radical and aggressive unions in Peruvian industry. But as the decade drew to a close, political and economic crises soured the environment for trade unionism and rendered unions less able to produce palpable benefits for their members. Through in-depth, often poignant interviews, including an extensive oral history of one of the workers, Jesus Zuniga, Parodi shows how workers desperate to support themselves and their families were increasingly forced to seek opportunities outside the industrial sector. In the process, he shows, they began to question their very identities as workers.

While leftist governments have been elected across Latin America, this 'Pink Tide' has so far failed to reach Peru. Instead, the corporate elite remains firmly entrenched, and the left continues to be marginalised. Peru therefore represents a particularly stark example of 'state capture', in which an extreme concentration of wealth in the hands of a few corporations and pro-market technocrats has resulted in a monopoly on political power. Post the 2016 elections, John Crabtree and Francisco Durand look at the ways in which these elites have been able to consolidate their position at the expense of genuine democracy, with a particular focus on the role of mining and other extractive industries, where extensive privatization and deregulation has contributed to extreme disparities in wealth and power. In the process, Crabtree and Durand provide a unique case study of state development, by revealing the mechanisms used by elites to dominate political discussion and marginalize their opponents, as well as the role played by external actors such as international financial institutions and foreign investors. The significance of Crabtree's findings therefore extends far beyond Peru, and illuminates the wider issue of why mineral-rich countries so often struggle to attain meaningful democracy.

Using a framework that highlights how societal and international factors have shaped state capacities, Philip Mauceri examines Perus volatile politics in the countrys move from a developmentalist state to neoliberalism. He explores the challenges to state authority during the military regimes reformist experiment, arguing that they were intensified in the 1980s by poor planning and limited policy choices. He then examines how social and international conditions have influenced the Fujimori regimes attempt to retool the state along neoliberal lines. }Using a framework that highlights how societal and international factors have shaped state capacities, Philip Mauceri examines the volatile politics in Peru from the Velasco through the Fujimori regimes as the country has moved from a developmentalist state to neoliberalism.Dr. Mauceri begins by reassessing the reformist experiment of the Peruvian military regime (19681980), arguing that it led to the development of unexpected challenges to state authority, both from new social actors and international financial organizations. During the 1980s, these challenges intensified, made even worse by poor planning and limited policy choices. The author then argues that the attempt by the Fujimori regime, backed by a neoliberal coalition, to retool the state indicates the degree to which state capacities are determined by social and international conditions. Mauceri also gives special attention to the relation between changing state power and social control. Separate chapters on the evolution of a Lima shantytown and the Shining Path examine how changes in state-society relations have had impacts at the grassroots level.

Latin American opinion surveys consistently point to Peruvian citizens' deep distrust of their elected rulers and democratic institutions. The 2011 presidential and legislative elections in Peru, along with the regional and municipal polls of the previous year, showed once again the degree of political fragmentation in contemporary Peru and the weakness of its party system. Fractured Politics examines the history of political exclusion in Peru, the weakness of representative institutions, and the persistence of localized violent protest. It also evaluates the contribution of institutional reforms in bridging the gap between state and society, including Peru's Law on Political Parties, administrative decentralization, and the experience of the Defensoría, or ombudsman's office. The chapters, by leading scholars of Peruvian politics, emerge from a conference, held in 2009 in Saint Antony's College Oxford. Julio Cotler, from the Instituto de Estudios Peruanos (IEP), was the keynote speaker.

The department of Puno in southern Peru is an area oriented to livestock and agricultural production, peopled by an Indian peasant mass and a dominant minority of culturally Westernized mestizos. A small but growing hybrid group, the cholos, bridged the cultural gap and collaborated with dissident merchant elements within the mestizo group to challenge the economic, social, and political order of the altiplano (high plateau) system. Politics in the Altiplano analyzes the sources of conflict and political change in the plural society as it underwent socioeconomic development through a period of recurring natural disasters. In the period under study (1956–1966), a prolonged drought precipitated a series of crises. The mismanagement of American aid, sent to the suffering peasants, became a national cause célèbre. As migration to Peru’s coastal cities reached large-scale proportions, several peasant movements were launched in the department. To rechannel local discontent, an autonomous development corporation was created for Puno by the Peruvian Congress. This, plus the institution of local elections in 1963, provided ample opportunity for the coalition of dissident mestizos, cholos, and peasants to pursue their “revolutionary” goals. A rivalry between two major towns, Puno (the department’s capital) and Juliaca (the commercial center), furthered the conflict between conservative mestizos and the peasant-cholo movement. Juliaca’s attempt to secede from the department in November 1965 set off a series of violent strikes and counterstrikes in both cities. Intervention from the national level by government troops put an end to the crisis for the time being. But the continued need for land reform in the department, combined with institutionalized means for political participation, kept the peasants mobilized and the atmosphere of conflict alive.
