Few issues in the relations between China and the West invoke as much passion as human rights. At stake, however, are much more than moral concerns and hurt national feelings. To Washington, the undemocratic nature of the Chinese government makes it ultimately suspect on all issues. To Beijing, the human rights pressure exerted by the West on China seems designed to compromise its legitimacy. As China's economic power grows and its influence on the politics of developing countries continues, an understanding of the place of human rights in China's foreign relations is crucial to the implementation of an effective international human rights agenda. In Human Rights in Chinese Foreign Relations, Ming Wan examines China's relations with the United States, Western Europe, Japan, and the United Nations human rights institutions. Wan shows that, after a decade of persistent external pressure to reform its practices, China still plays human rights diplomacy as traditional power politics and deflects pressure by mobilizing its propaganda machine to neutralize Western criticism, by making compromises that do not threaten core interests, and by offering commercial incentives to important nations to help prevent a unified Western front. Furthermore, at the UN, China has largely succeeded in rallying developing nation members to defeat Western efforts at censure. In turn, it is apparent to Wan that, while the idea of human rights matters in Western policy, it has seldom prevailed over economic considerations or concerns about national security. Western governments have not committed as many policy resources to pressuring Beijing on human rights as to other issues, and the differing degrees of commitment to human rights-related foreign policy explain why Japan, Western Europe, and the United States, in that order, have gradually retreated from confronting China on human rights issues.

1. INTRODUCTION This book describes a new interdisciplinary theory for explaining cultural change. In contrast to traditional evolutionist theories, the present theory stresses the fact that a culture can evolve in different directions depending on its life conditions. Cultural selection theory explains why certain cultures or cultural ele ments spread, possibly at the expense of other cultures or cultural elements which then disappear. Cultural elements include social structure, traditions, religion, rituals, art, norms, morals, ideologies, ideas, inventions, knowledge, technology, etc. This theory is inspired by Charles Darwin's idea of natural selection, because cultural elements are seen as analogous to genes in the sense that they may be reproduced from generation to generation and they may undergo change. A culture may evolve because certain cultural elements are more likely to spread and be reproduced than others, analogously to a species evolving because individuals possessing certain traits are more fit than others to reproduce and transmit these traits to their offspring.

First published in 1999, this volume is a study of regional and local co-operation across national borders in Denmark, Finland, Norway, Sweden and also of regional co-operation out of the area - across the Baltic Sea, the North Sea and in the Barents region. The focus of the study is on processes of region-building. Co-operation between regions across national borders is seen as a creative process, and as something that has to be nurtured and guided. The authors recognised the need for a work which examined issues crossing Nordic borders and made the information more publicly accessible, emerging within evolving discussions of regional governance, cross-border collaborations and Nordic co-operation. The editors have featured three forms of contributions: a series of regional case studies, collations of data on sub-national governments and relating these sub-national factors to debates on Nordic co-operation and European integration. Authors with specialist regional knowledge examine these processes in detail, through case studies which represent the most important of this type of Nordic area and provide a view of what may constitute 'success' in such ventures. The authors also discuss what such processes may signify for general Nordic co-operation against the backdrop of European integration and seek to indicate what Nordic regions may bring to European regionalism. Such a discussion is of particular interest since the EU acquired a new Nordic dimension when Sweden and Finland joined. Contributors’ articles focus on areas including the Kvarken Council, the ARKO co-operation, the internationalisation of Finnish and Norwegian local government and the Øresund region.
