The provision of safe drinking water is one of the primary responsibilities of all governments, which address and share this responsibility through various levels of administration, ranging from the municipal to federal level, and further sharing of such responsibilities with public or private water utility companies. Recent reviews indicate the existence of significant vulnerabilities of all components of the infrastructure in general, among which the water supply systems are considered the most critical because of it’s importance to human life. Indeed, such systems encompas huge number of stuctures, plants and devices that might become a target of sabotage, and they all may be found in major components of each water supply system: the raw water sources (usually a reservoir, a river intake, or groundwater aquifer), water purification plants (encompassing various treatment processes), and water distribution networks bringing potable water to the consumers. Consequently, the reality of the post-September 11 situation forces the operators of water supply systems throught the world to examine the security and safety of their systems, it’s vulnerability to intentional interference and sabotage with respect to quantity and quality of potable water. In assessing the system vulnerability, there is an urgent need to develop emergency response plans providing ways and means for alternative water supply for the moment of system operation disruption, and system remediation and recovery after the attack.

In the quest to reduce costs and improve the efficiency of water and wastewater services, many communities in the United States are exploring the potential advantages of privatization of those services. Unlike other utility services, local governments have generally assumed responsibility for providing water services. Privatization of such services can include the outright sale of system assets, or various forms of public-private partnershipsâ€"from the simple provision of supplies and services, to private design construction and operation of treatment plants and distribution systems. Many factors are contributing to the growing interest in the privatization of water services. Higher operating costs, more stringent federal water quality and waste effluent standards, greater customer demands for quality and reliability, and an aging water delivery and wastewater collection and treatment infrastructure are all challenging municipalities that may be short of funds or technical capabilities. For municipalities with limited capacities to meet these challenges, privatization can be a viable alternative. Privatization of Water Services evaluates the fiscal and policy implications of privatization, scenarios in which privatization works best, and the efficiencies that may be gained by contracting with private water utilities.

In recent years the water sector has undergone profound institutional, economic and political transformations. Some countries have encouraged privatization of water services, but in many cases this has provoked adverse reaction to such a neoliberal and market-based approach to this common shared but essential resource. This book goes beyond the ideology of the public versus private water regime debate, by focusing on the results of these types of initiatives to provide better water services, particularly in urban settings. It provides numerous examples of alternative models, to show who is responsible for implementing such systems and what are their social, institutional and technical-scientific characteristics. Policies are analysed in terms of their implications for employees and residents. The book presents a new combinatory approach of water regimes, based on several international case studies (Argentina, Bolivia, China, France, Germany, India, South Africa and the USA, plus a comparison of three cities in Africa) presenting specific challenges for water models. These case studies demonstrate the successes and problems of a range of private sector involvements in the provision of water services, and provide examples of how small-scale systems can compare with larger-scale more technical systems.

Abstract: "This paper summarizes the key findings and conclusions of a literature review of small-scale private service providers (SPSPs) of water supply and electricity conducted over a six-month period in 2003. It draws on more than 400 documents-including journals, articles, reports, case studies and project reports-which have been disaggregated and referenced in a publicly available database. SPSPs appear most prevalent in countries with low coverage levels, ineffective public utilities that provide inadequate or partial services, and remote, difficult-to-access regions. SPSPs are especially prevalent in post-conflict countries and others with weak or failed states. Of the countries for which evidence of SPSPs was available, at least half fall into this category. SPSP provision of networked services appears to be significantly higher for electricity than for water supply. Most SPSPs identified through the literature are single-purpose entities established for the express purpose of delivering water supply or electricity. SPSPs take a variety of organizational forms, both for-profit and non-profit. As such, they are established for a variety of reasons, including: to meet consumer demand, respond to crises, or as part of larger business ventures. The technology used may extend upstream from distribution services to the means for producing or generating water supply or electricity, so capital needs vary accordingly. The majority of SPSPs have fewer than 50 employees and usually fewer than 10. A lack of affordable financing is a constraint for most SPSPs, which fund investments mainly through their own earnings and savings, loans from friends and family, and money borrowed from formal and informal lenders."--World Bank web site.
