Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

Rural development is a subject that appears to be plagued by a central paradox: development is necessary to alleviate rural poverty, but while new technology has raised agricultural output, it has also increased the suffering of millions of poor landless families in many Third World countries. The rural poor, especially women, have been marginalized; urban migrants have become desperate unemployed squatters, not well-paid industrial workers; and environmental degradation has proved severe. The authors argue that many development programmes go awry because the authorities neglect essential development issues. Development must be defined in terms of the provision of basic human needs which include life expectancy, infant mortality, and literacy indicators which reflect the quality of life of the bulk of the population, not just a narrow elite. What they suggest is that the issues neglected by the conventional approach must be addressed if true development is to occur.

This book provides a non-technical, accessible primer on sustainable agricultural development and its relationship to sustainable development based on three analytical pillars. The first is to understand agriculture as complex physical-biological-human systems. Second is the economic perspective of understanding tradeoffs and synergies among the economic, environmental and social dimensions of these systems at farm, regional and global scales. Third is the understanding of these agricultural systems as the supply side of one sector of a growing economy, interacting through markets and policies with other sectors at local, national and global scales. The first part of the book introduces the concept of sustainability and develops an analytical framework based on tradeoffs quantified using impact indicators in the economic, environmental and social domains, linking this framework to the role of agriculture in economic growth and development. Next the authors introduce the reader to the sustainability challenges of major agroecosystems in the developing and industrialized worlds. The concluding chapter discusses the design and implementation of sustainable development pathways, through the expression of consumers’ desire for sustainably produced foods on the demand side of the food system, and through policies on the supply side such as new more sustainable technologies, environmental regulation and payments for ecosystem services.

An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. This book explores the place of poor people within a rich variety of value chains, focusing upon lagging, rural regions in Africa and Asia, and how they can 'upgrade' within such chains. Upgrading is a key concept for value chain analysis and refers to the acquisition of technological capabilities and market linkages that enable firms to improve their competitiveness and move into higher-value activities. The authors examine a range of evidence to assess whether the 'bottom billion' people, living mainly in the rural areas of low-income countries, can improve their position through productive strategies and, if so, how? They propose an innovative conceptual framework of value chain upgrading for some of the most marginal producers in the poorest local economies. They demonstrate how interventions can improve poverty and the environment for poor people supplying a wide range of services and agricultural and food products to local, regional and global markets. Climate change (CC) is currently an unquestionable phenomenon. If not stopped, it will be catastrophic for life on earth. Scientific evidence shows that human activities are the primary driver of CC tendencies since the industrial times. In this book, we present the relationship between development and CC, with special reference to agriculture, the rural sector, and policies aimed to promote sustainable development. We also give special attention to the situation in low- and medium-income countries particularly rural households and small farmers in these countries.The study of agriculture, CC, and sustainability requires consideration of natural resources and their uses (land, freshwater, forests, etc.), as well as the rural sector since land for agricultural production often expands at the expense of forests. In addition, the use of water for agricultural production affects the availability of this resource for other uses in the urban, industrial, and service sectors. Consequently, sustainable agricultural development under CC requires an interdisciplinary or at least a multidisciplinary approach. In this book, we do our best to deal with this challenge by focusing on issues and topics related to agriculture and its use of natural resources in the context of CC, but without ignoring the interrelations of these phenomena with further aspects of sustainability beyond agriculture.

Agricultural development has historically focused on poverty reduction and food security but is now increasingly asked to help improve nutrition. Despite this strengthened nutritional mandate, agricultural policies and programs have struggled to develop effective, scalable and cost-effective approaches for reducing undernutrition. This study was therefore undertaken to assess more the more strategic issue of how to re-design agricultural development strategies for greater nutritional impact. To do so we review the literature on agriculture-nutrition linkages through an economic lens, focusing on systemic agriculture-nutrition linkages that go beyond the much-explored question of how a farm family’s agricultural activities affect their own household members’ food consumption or nutrition outcomes. To that end we structured this review around three types of linkages between agriculture and nutrition: (i) agricultural income effects (including income stability); (ii) relative food price determination (including the shadow prices involved in consuming one’s own production); and (iii) agricultural livelihood characteristics (encompassing the many neglected dimensions of agricultural activities and rural livelihoods that influence nutrition and health). For each of these literatures we reflect upon relevant economic theory, methodological challenges, and key empirical evidence. We conclude with a brief discussion of the implications of these findings for developing more nutrition-sensitive agricultural development strategies.

Over the last twenty years the proportion of development cooperation resources earmarked for agricultural development has dwindled to between six and seven per cent of total bi- and multilateral Official Development Assistance. This is despite the fact that eighty per cent of the world's poor live in rural agricultural areas and that the poor are disproportionately affected when political, military and natural events lead to regional or global food shortages. Brandt and Otzen's key book fills a gap in current literature, undertaking a wide-ranging conceptual reorientation of development cooperation, criticizing the current orthodoxy and its bias towards urban areas, and arguing that in order to effectively alleviate poverty across the world, agricultural and rural development measures need to be implemented both by central and subnational governments, aid agencies and the private sector. The authors investigate the world food question, the current pressures it is under and its link to rural poverty, and set out the policies that need to be undertaken to reduce global poverty.
