The European Cultural Foundation has conceived an ambitious project: by means of interdisciplinary studies on an international basis it is setting out to "forecast" the future of Europe in the year 2000 in four major fields of human development (education, industrialization, urbanization and the transformation of rural society). In this sense "forecasting" implies defining what is inevitable in the future of this civilization, and identifying the choices open to Europeans in so far as they are free to exert their collective will to influence the future. I should like here to pay due tribute to the Secretary General of the Foundation, Mr. George Sluizer, who had the boldness to launch this initiative, the drive and perseverence to mobilize sufficient funds to carry it into effect, and the clear-sightedness to devise bodies and procedures that could serve as a flexible and effective framework for the development-necessarily aleatory-of such a large-scale project ... A udaces fortuna juvat. Our friend Sluizer must often have modelled his attitude on that of his great compatriot, William the Silent, thinking to himself: "It is not necessary to hope in order to act, nor to succeed in order to persevere". If this maxim was good enough to forge a nation, it can also serve our purposes to-day.

Without comprehensive reform, continental Western Europe's overprotected, overregulated economies will continue to slow—and its political influence will become negligible. This doesn't mean that Italy, Germany, France, and other now-prosperous countries will become poor; their standard of living will remain comfortable. But they will become largely irrelevant on the world scene. In The Future of Europe, Alesina and Giavazzi (themselves Europeans) outline the steps that Europe must take to prevent its economic and political eclipse. Europe, the authors say, has much to learn from the market liberalism of America. Europeans work less and vacation more than Americans; they value job stability and security above all. America is a melting pot; European countries—witness the November 2005 unrest in France—have trouble absorbing their immigrant populations. The aim of this book is to explore and reflect upon preconditions of a specific European social dimension, or more specifically of a European social citizenship. Welfare and social policies in Europe are deeply entrenched in state histories; the success of the welfare state stems from its ability during a fairly long historical period to unify social citizenship, full employment, mass education and a functional industrial relations system. The historical connection between welfare regimes built upon the nation state, and popular democracy founded in party voting, makes the deepening and widening of a common European project a highly risky undertaking and an open process with a radically uncertain outcome. The dilemma in the form of uneasy relationships among national welfare regimes and the evolutionary process of increased market integration - driven both by market forces (globalisation) and the European Union as a political project - is well known and has been demonstrated by different commentators. Every step of deepening market integration in Europe tends to threaten and put pressure on the existing national welfare regimes. As their own populations generally support them, the legitimacy of the EU is at risk.
