This book examines the reasons behind the declining fortunes of public access channels. Public access, which provided perhaps the boldest experiment in popular media democracy, is in steep decline. While some have argued it is technologically outmoded, Caterino argues that the real reason lies with the rise of a neo-liberal media regime. This regime creates a climate in which we can understand these changes. This book considers the role of neo-liberalism in transforming notions of public obligations and regulation of media that have impacted non-profit media, specifically public access. Neo-liberalism has tried to eliminate public forums and public discourse and weakens institutions of civil society. Though social media is often championed as an arena of communicative freedom, Caterino argues that neo-liberalism has created a colonized social media environment that severely limits popular democracy.

A systematic assessment of the impact of public access to computers and the Internet, with findings from developing countries in South America, Asia, and Africa. Shared public access to computers and the Internet in developing countries is often hailed as an effective, low-cost way to share the benefits of digital technology. Yet research on the economic and social effects of public access to computers is lacking. This volume offers the first systematic assessment of the impact of shared public access in the developing world, with findings from ten countries in South America, Asia, and Africa. It provides evidence that the benefits of diversified participation in digital society go beyond providing access to technology. Public access venues—most often Internet cafés in cities and state-run telecenters in rural areas—are places for learning, sharing, working, empowerment and finding opportunities. The book documents the impact of public access on individuals, on society and networks, and on women. With more than 100 right to information (RTI) laws—also called freedom of information or access to information laws—now in place globally, the groundwork has been laid to advance more transparent, accountable, and inclusive governance as a pathway to poverty reduction and economic development. This guide explores the historical development of RTI laws, the factors that drive passage and effective implementation of these laws, the operation of the laws, and the impact of these laws in different country contexts and sectors, as well as the challenges of measuring the contribution of RTI laws to development outcomes. Public Access to Information for Development: A Guide to the Effective Implementation of Right to Information Laws is based on two years of research studying how RTI has been implemented in countries in different regions and with varying income levels. The research has aimed to develop a theoretical framework by which to identify the drivers of effective implementation of RTI laws and to support measurement of effective implementation; the outcomes are discussed.
