Cet ouvrage réunit des chercheurs issus des principaux centres, chaires et réseaux de recherche en études législatives d’Amérique du Nord, d’Europe et du Maghreb. Leurs contributions en anglais et en français visent à comprendre les différentes transformations de la démocratie représentative dans un système concurrentiel des formes démocratiques (participative, délibérative, etc.) et de nouvelles hiérarchisations législatives (l’européanisation, le fédéralisme et le parlementarisme rationalisé). Il s’agit en premier lieu d’analyser les députés et la fabrication contemporaine de la loi, c’est -dire comment ils travaillent dans les commissions, usent de leurs pouvoirs d’interpellation et quels sont leurs rapports aux groupes d’intérêts. Il s’agit en second lieu d’évaluer la nature et les modalités du contrôle parlementaire notamment en s’intéressant aux ressources administratives mises à leurs dispositions et à leurs pouvoirs dans le domaine budgétaire. Il s’agit in fine de comprendre en quoi la composition du corps électoral et la construction de l’opinion politique, le fonctionnement des partis politiques et des groupes parlementaires, le contexte institutionnel fédéral et/ou post-autoritaire déterminent ou non le degré d’autonomie et d’efficacité parlementaire.

The Pilot Project on State Practice regarding State Succession and Issues of Recognition carried out under the aegis of the Ad Hoc Committee of Legal Advisers on Public International Law (CAHDI) encompasses the practice of sixteen member States of the Council of Europe and provides significant information about these States' position vis-à-vis the new European architecture following the developments of 1989. On the basis of the information gathered, the CAHDI decided on the preparation of a report by the Max Planck Institute for Comparative Public Law and International Law, the T.M.C. Asser Institute and the Erik Castrén Institute of International Law and Human Rights. With this report The Council of Europe wishes to contribute in a practical manner to the celebration of the United Nations Decade of International Law (1989-1999) and to facilitate the understanding of how States can help to build a stable and peaceful international community by paving the way for the pregressive development of international law in this area. Le Projet Pilote du Conseil de l'Europe concernant la pratique des Etats relative à la succession d'Etats et les questions de reconnaissance, mis en oeuvre sous l'égide du Comité ad hoc des conseillers juridiques sur le droit international public (CAHDI) renferme la pratique de seize Etats membres du Conseil de l'Europe et apporte des informations importantes sur la position de ces Etats vis-à-vis de la nouvelle architecture européenne qui a suivi les développements de 1989. Sur la base de l'information rassemblée, le CAHDI a décidé la préparation d'un rapport par l'Institut Max Planck de Droit public comparé et de Droit international, l'Institut R.M.C. Asser et l'Institut Erik Castrén de droit international et des droits de l'homme. Avec ce rapport le Conseil de l'Europe souhaite contribuer d'une manière pratique à la célébration de la Décennie des Nations Unies sur le droit international (1989-1999), et faciliter la compréhension des moyens dont disposent les Etats pour aider à construire une communauté internationale de stabilité et de paix, en préparant le chemin pour un développement progressif du droit international dans ce domaine.

What are the ties that bind people together in a world where they cannot rely on the safety of established national identifications (if they ever could)? This collection of essays by leading political scientists, philosophers and legal academics from Canada and Europe provides a transatlantic dialogue on the ways in which complex states (such as Canada) and non-states (the EU) may broach the modes of difference and diversity that confront them. Authors engage in insightful «diagnoses» of contemporary forms and modes of diversity, as well as critical appraisals of a number of normative responses meant to answer these challenges. The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

For the time being African philosophy is treated regularly in research and in teaching at two European scientific institutions: at the University of Vienna and at Erasmus University Rotterdam. In October 1993 there have been held two conferences of Western and African philosophers at both universities. Eleven African and nine Western scholars participated as speakers in these conferences. Four African speakers gave lectures at the Vienna and at the Rotterdam conference. The Vienna conference dealt with general questions of postcolonial philosophy in Africa. The conference at Rotterdam focused on the processes of democratization in African countries since 1989. This volume contains the papers of both conferences. En ce moment la philosophie Africaine est traité regulièrement dans les recherches et dans l'enseignement à deux instituts scientifiques Européens: à l'Université de Vienne et à l'Université Erasme de Rotterdam. En Octobre 1993 deux conférences de philosophes Occidentals et Africains ont été organisé aux deux universités. Onze savants Africans et neuf savants Occidentals ont participé à ces deux conférences. Quatre savants Africains ont présenté des communications à tous les deux conférences de Vienne et de Rotterdam. La conférence Viennoise s'occupait de questions générales de la philosophie postcoloniale en Afrique. La conférence de Rotterdam focusait aux procès de démocratisation dans des pays africains depuis 1989. Se trouvent en ce volume les contributions à les deux conférences.
