Gisela Kutzbach has provided an unparalleled account of the mainstream of meteorological thought during the nineteenth and early twentieth centuries. This book takes us from the era of attempts to describe disturbances as mechanistic interactions of air currents, through Espy's introduction in the 1830's of the proposition that cyclones are convective systems driven by heat of condensation in central rainy areas, up to the distinctively different polar front theory of 1920, often considered as the birth of modern meteorology. Follies and controversies as well as successes are recounted, and in the tale the cast of characters, many of them acute observers or experimenters as well as theoreticians, and some crusty and dogmatic, are brought to life. This study aims primarily at testing whether, and to what extent, retail concentration within regional and super-regional shopping centers affect rent levels, as well as the differential impact it may exert for various goods categories and sub-categories and in different urban contexts. In this paper, 1,499 leases distributed among eleven regional and super-regional shopping centers in Montreal and Quebec City, Canada, and negotiated over the 2000-2003 period are considered. Unit base rents (base rent per sq. ft.) are regressed on a series of descriptors that include percentage rent rate, retail unit size (GLA), lease duration, shopping center age, as well as 31 retail categories while the Herfindahl index is used as a measure of intra-category retail concentration. Findings suggest that while, overall, intra-category retail concentration affects base rent negatively, the magnitude and, eventually, direction of the impact varies depending on the nature of the activity and the market dynamics that prevail for the category considered.

Two-thirds of the population of the world are poor, and their number is growing in the first as well as in the third world, despite billions of dollars of aid. The economic development policies of the last two decades, and the theory which gave rise to them, have been discredited. The rich are disillusioned, apprehensive or uninterested, while the poor are embittered and without hope, the victims and agents of ignorance, instability and environmental degradation. The need for radical rethinking is urgent: this book makes an important contribution towards that end. John Friedmann argues that poverty should be seen not merely in material terms, but as social, political and psychological powerlessness. He presents the case for an alternative development committed to empowering the poor in their own communities, and to mobilizing them for political participation on a wider scale. In contrast to centralized development policies devised and implemented at the national and international level, alternative development restores the initiative to those in need, on the grounds that unless people have an active role in directing their own destinies long-term progress will not be achieved. The author takes the household as the strategic starting-point - stressing its moral, political and economic potential - as a source of continuity and as a location for production. From this basis he propounds a politics of emancipation that would enable the disempowered poor to assert their rights. Empowerment provides a morally-informed theoretical framework for a development policy that meets the needs of its recipients rather than of its makers.
