Rail Baltica is the most significant TEN-T North Sea Baltic corridor project aiming to establish a European gauge railway and strengthen economic links between the eastern and northernmost EU member states and the rest of the EU. While political aspirations are high, the business community is concerned that the opinions and the needs of future customers and local businesses might be overlooked. The goal of the study is to address such concerns, shed light on the region's logistical needs, key parameters determining selection of transport mode, public perception of Rail Baltica and prerequisites for its successful future rail operations. Based on interviews and dialogue with major stakeholders in Finland, the Baltic States and Poland, we find that established mature businesses require railway productivity improvements, and dynamic small-to-medium enterprises expect high service quality, including reliable on-time deliveries, integrated logistical services and cost levels which would rival competing modes of transport. We highlight that, most of all, companies expect Rail Baltica to de-institutionalize the railway industry, optimize logistic flow control and establish an effective link with Central Europe. Subsequently, companies would like to witness the modernization and the integration of the legacy national rail networks into a fully integrated European cross-border railway system and believe that this will further improve railway management practices, increase resource utilization and set a new service standard.

There are several fundamental mistakes in the Rail Baltica (RB) Cost-Benefit Analysis (CBA) prepared by Ernst & Young Baltic (EY). This book does not assess the truthfulness of the freight and passenger volumes forecasts; instead, the main object of our study is the assumptions used in the CBA and the calculations of the socioeconomic impact of RB. * EY has stated that the biggest benefit of RB will arise from liquidation of air pollution. In reality, the trucks do not generate the claimed volumes of air pollution in the Baltic States. Manipulation of emission of trucks has artificially increased the socio-economic benefits of RB.* The RB CBA does not cover the external costs of the environmental impacts arising during the period of railway construction, and also not the ongoing environmental burden of the railway during its operation.* Most of the road transport takes place without using any freight terminals; it is apparent from the response of RB Rail and EY that the replacement of such road transport with RB would not be feasible due to the costs of the last-mile delivery. * EY has assumed that RB will compete with a small part of road transport where terminal handling is included but has not taken into account the additional transportation costs from the railway freight terminal to the main trucking terminal. Even when considering only the mistakes from such assumptions that can be easily calculated, the total income of RB of e16 billion will be reduced by over e4 billion. It appears that the costs of RB will exceed the socio-economic benefits and therefore it will not be expedient but instead detrimental for the society. In addition, RB will not be eligible for EU co-financing, because the project is not viable.

The present article revolves around the question of the appropriateness of “the white elephant syndrome” to characterize the nature of the planned trans-Baltic railway project Rail Baltica in terms of its initial financing, long-term profitability and symbolic importance. Whereas in general the expected outcome of the project goes well together with the EU Cohesion Policy goals, in its concrete application Rail Baltica could serve as an example of the tendency of politicians and public servants to institutionally lock in to certain irrational choices about publicly financed mega-projects, thus making it possible to speak about the white elephant syndrome. Can the effects of internalization and Europeanization change the nature of Rail Baltica?

The Railway Research Institute (Instytut Kolejnictwa) in Warsaw was established in 1951 and was, until 2000, part of the Polish State Railways (PKP). At present, it serves as an independent entity, it is subordinated to the minister responsible for transport. Since its inception, the Institute has been the centre of competence for technology, technique and organization of operation and services in rail transport, particularly in respect to innovation. One of its fundamental tasks also includes activities connected with safety which are carried out in close cooperation with the National Safety Authority, i.e. the Office of Rail Transport. At the same time the Institute participated in the process of upgrading and modernization of the rail network in Poland. Experience in high speed rail, gained as a result of international cooperation and basing on the effort to increase speed on railway lines in Poland (so far 200 km/h), is included in the monograph “Koleje Dużych Prędkości w Polsce” (High Speed Rail in Poland) published in 2015 for the benefit of the Polish reader. This monograph aims at reaching an international audience of experts so as to present Polish determinants of HSR implementation. In order to elaborate this monograph, apart from specialists from the Railway Research Institute, experts from other research and academic centres were invited. Not only presenting a wide range of problems connected with future construction of High Speed Lines in Polish conditions, but also a number of operational ones. The authors have created a reference work of universal character, solving problems in order to build and operate high speed rail systems in countries on a similar level of development as Poland. Features: providing requirements for design and upgrade of engineering works on High Speed Rail development information on restructuring and building railway lines for countries starting to develop a High Speed Rail system dealing with organizational, engineering, socioeconomic and economic demands for transport services and the formation of human resources for constructing and operting a High Speed Rails system. Presenting these problems on the international arena will facilitate future cooperation and application of world experience to create HSR in Poland and integrate the Polish HSR network into the international one.

Continuity and Change in the Baltic Sea Region uncovers the Baltic States’ foreign policy transition from Socialist Republics to EU member-states. Situated between the Russian Federation and Northern Europe, Estonia, Latvia and Lithuania have had to manoeuvre within an often delicate sub-region. Since independence, the foreign policies of the Baltic States have been dominated by de-Sovietization and European integration. Lying at the crossroads between small state theory and identity politics, this analysis engages with the development of Baltic foreign policies as post-Soviet, small and transitioning states. The authors argue that Estonia, Latvia and Lithuania dictated their early foreign policy agendas based on a process of identity construction and as a response to their regional environment. This process took the Baltic States from East to West in their foreign policy aspirations. Key factors in foreign policy making and implementation are discussed, as well as external factors that shaped Baltic foreign policy agendas. Overall, the book illustrates how continuity and change in the Baltic foreign policies has been shaped by both ‘hard’ and ‘soft’ factors. It is a study in the foreign policies of transitioning states and in this regard illuminates a much larger research area beyond its geographic focus.
