Excerpt from To Abolish Capital Punishment: A Plea to the Citizens of Every Country Last night at Isis Theater, which was filled to its capacity, the whole audience save six responded to Katherine Tingley's appeal for a standing vote in support of resolutions for the abolishment of capital punishment. In a stirring and eloquent appeal Katherine Tingley spoke right to the hearts of her audience and by the force of her arguments won them over to complete sympathy with her. The meeting was opened by the singing of songs, exquisitely rendered by the Raja-Yoga international chorus of some fifty voices, and the reading of appropriate quotations. Following are extracts from Katherine Tingley's address: "While we are in this atmosphere of music, of brotherly love, of compassion for all that lives, we are obliged to admit, if we think at all, that human society is morally bankrupt. The sooner thinking people of the present generation admit this the sooner will they reach a point of discernment whereby they can see things as they are and apply the remedy. Society Morally Bankrupt "How can you read your newspapers daily, as you do, and feel satisfied that all is well? How can the so-called Christians of the present age go to their prayers and to their homes satisfied? How can they do it? I ask this in love, with all due consideration for their beliefs: but I say, how can they do it? Is it not true, if we think well, that we have missed the real meaning of the teachings of Christ and of the sages of old? If we had them in their simplicity and clearness and force of spiritual life, we should not have to admit that society morally is bankrupt, and that the conditions of the world point to a degeneracy in human nature that one scarcely dares to think about. "So when we take up the subject of capital punishment, before we look at it with unfriendly eyes, we must consider why it is that with all the so-called education, culture and the prosperity of the twentieth century, there is this great gap between ourselves and the unfortunates. Can you recall anything that Christ ever taught, or any of the Great Teachers, that could sustain you, or the people at large, in taking a position that because a man sins he is to be condemned? That because he has sinned he is to be punished through the laws of man? I find nothing in the teaching of Christ to support any such position. Titus, Upon the Subject of Capital Punishment: Published by the New-York State Society for the Abolition of Capital Punishment About a year since this society printed, and caused to be extensively circulated, the able address presented by the Rev. W. S. Balch, at its annual Meeting. In that address two questions, were propounded, relative to the promotion of the object of the association, viz: What is to be done? And How are we to work to the best advantage? The answers made were as pertinent in their character as the interro gations were judicious in their purport. We think we cannot do better service to our cause than to repeat in substance those replies. First. - Let strenuous efforts be made by each member and friend of the society, to support some newspaper or periodical journal which shall be the organ of the association and the expositor of its principles. Such an arrangement would afford the most convenient and efficient, medium through which to circulate the information and arguments tie: sired to be put forth; and it would be a powerful auxiliary to keep'an organization, to combine the efforts and strengthen the bonds of friends and to afford the means for cheap correspondence with individuals and societies. Excerpt from The Practical Results of the Total of Partial Abolition of Capital Punishment in Various Countries Thus exactly 100 crimes hare been rendered non-capital, in France, in 75 years. King Louis Philippe's experience and observation convinced him of the inefficacy of capital punishment, and, as a great step towards it, he secured, in 1832, the power of juries to return verdicts of "guilty with extenuating circumstances" on murder trials. Such a verdict renders it compulsory on the court to lower the penalty at least one degree. Since 1832 this power has been largely exercised, and in some instances, perhaps, carried to an excess. But notwithstanding this, and the greatly reduced number of executions, we have the official testimony of the Keeper of the Seals (Garde des Seeaux), that the marked diminution of capital punishment during the last 30 years has not caused crime to increase, but that, on the contrary, there has been a decrease. The correctness of this statement is confirmed by the published official statistics of France, extending over that period, and which show that there were in the five years ending 1860, fewer committals for homicidal crime than in the corresponding period 30 years previously, notwithstanding the great increase of population and the extensive exercise of the prerogative of mercy, both by juries and by the sovereign. The latest experience of France runs in the same direction, for there were but five executions in that country in 1864, and only 9 capital sentences passed, after a continued decrease in the number of executions during 30 years. Excerpt from Report in Favor of the Abolition of the Punishment of Death by Law: Made to the Legislature of the State of New York, April 14, 1841 A second edition of the following Report being called for by the public demand, it is deemed proper to add to it a brief state ment of the action of the body to which it was made, on the Bill by which it was accompanied. From the great accumulation and pressure of business before the House of Assembly, it proved impossible to call the Bill up for consideration until within a few days of the adjournment. The same cause rendered it also necessary for its friends to allow it to pass to the vote without debate - without even a reply to three adverse speeches, of a character calculated to be extremely preja dicial to its success. Notwithstanding these unfavorable circum stances, on the first vote (that of ordering the Bill to its third reading) it was carried in the affirmative by a majority of five, the vote being, Ayes 57, Noes 52. Unfortunately it could not be brought up for the vote on its final passage until a late hour of a night session, when, from the physical exhaustion of a large number of Members, the attendance was very thin. It was then lost by the same majority of five, the vote being, Ayes 47, Noes 52. Among the absentees there was a large preponderance of its friends and if the House had been full, it would been carried by a decisive majority. At that period of the session, and under the forms and rules of procedure of the body, a reconsideration Was impossible, and it became necessary to let the subject lie over till the next session.
