Permasalahan klasik agribisnis (pertanian, perkebunan, perikanan) di Indonesia hingga saat ini adalah jatuhnya harga komoditas pada saat panen raya, akibat pola tanam/pola panen yang seragam serta ketiadaan fasilitas gudang yang memadai. Para petani-pekebun-nelayan kecil pada saat itu banyak yang mengalami kesulitan biaya, sehingga sering menjadi sasaran eksploitasi tengkulak dan rentenir. Pemerintah dan DPR mencoba mengatasi permasalahan tersebut antara lain dengan membangun Sistem Resi Gudang (Warehouse Receipt System) dengan menerbitkan UU No. 9 Tahun 2006 tentang Sistem Resi Gudang beserta peraturan pelaksananya, yaitu PP No. 36 Tahun 2007, Permendag No. 26 Tahun 2007, dan Peraturan Kepala Bappebti. Bank Indonesia juga menerbitkan PBI No. 9 Tahun 2007 yang isinya antara lain mengatur penggunaan Resi Gudang sebagai salah satu agunan kredit. Penerapan Sistem Resi Gudang dengan baik diharapkan dapat mendorong kemajuan usaha agribisnis, serta dapat meningkatkan kemandirian dan kesejahteraan petani-pekebun-nelayan kecil di seluruh Indonesia.

Kehadiran Undang-undang Republik Indonesia Nomor 9 Tahun2006 tentang Sistem Resi Gudang (yang telah diubah dengan Undang-Undang Nomor 9 Tahun 2011 tentang Perubahan Atas Undangundang Nomor 9 Tahun 2006 tentang Sistem Resi Gudang, selanjutnya disebut UU SRG), merupakan respon dari permasalahan yang dihadapi pemilik komoditi dan pelaku usaha. Permasalahan tersebut muncul saat panen raya, yaitu fenomena jatuhnya harga komoditas berpotensi merugikan pemilik komoditi. Selain itu para pemilik komoditi berhadapan dengan masalah keterbatasan tempat penyimpanan (gudang), biaya penyimpanan yang terlalu tinggi serta penurunan harga yang berdampak pada kerugian. Kenyataan demikian menjadi pilihan logis bagi pemilik komoditi untuk meminimalisir potensi kerugian dengan segera menjual komoditi mereka. Selain itu, mereka pada umumnya menghadapi masalah pembiayaan karena keterbatasan akses ke perbankan dan tidak adanya jaminan dalam memperoleh fasilitas kredit. Pemilik komoditi menghadapi berbagai hambatan seperti tidak dimilikinya jaminan dalam bentuk Fixed assets seperti tanah dan bangunan, serta adanya birokrasi dan administrasi yang berbelit belit. Sebagaimana diatur pada Pasal 1 angka 1 UU SRG, Sistem Resi Gudang adalah kegiatan yang berkaitan dengan penerbitan, pengalihan, penjaminan, dan penyelesaian transaksi Resi Gudang. Kemudian ketentuan Pasal 1 angka 2 UU SRG menyatakan bahwa Resi Gudang adalah dokumen bukti kepemilikan atas barang yang disimpan di Gudang yang diterbitkan oleh Pengelola Gudang. Lebih lanjut Penjelasan Umum atas UU SRG mengemukakan manfaat dari Sistem Resi Gudang (warehouse receipt system, selanjutnya disebut SRG), seperti berikut ini: ”Sistem Resi Gudang juga bermanfaat dalam menstabilkan harga pasar dengan memfasilitasi cara penjualan yang dapat dilakukan sepanjang tahun. Di samping itu, Sistem Resi Gudang dapat digunakan oleh Pemerintah untuk pengendalian harga dan persediaan nasional.”
