One of the greatest challenges during the process of European Union enlargement towards the east is how the issue of the Roma or Gypsies is tackled. This enormous social and political problem cannot be solved without proper historical studies like this book. Achim presents and interprets the long history of the Gypsies, including slavery, the process of integration and assimilation into the majority population, as well as the historical roots of the marginalization of the Gypsies. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942 and 1944, is reconstructed in a separate chapter. The closing chapters elaborate on the policy toward the Gypsies in the decades after the Second World War, and its bearing on the situation of the Roma population in today's Romania.

This report brings together the available evidence from primary and secondary sources, including household surveys and results of recent qualitative studies, to develop a picture of the development challenges facing Roma populations in Central and Eastern Europe. While living standards have declined for all population groups during the transition to a market economy, there are growing indications that conditions have deteriorated more severely for Roma than for others, and that Roma are poorly positioned to take advantage of emerging economic opportunities. This report focuses on five countries in Central and Eastern Europe: Hungary, Bulgaria, Romania the Czech Republic, and the Slovak Republic. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

Exploring contemporary debates and developments in Roma-related research and forms of activism, this volume argues for taking up reflexivity as practice in these fields, and advocates a necessary renewal of research sites, methods, and epistemologies. The contributors gathered here – whose professional trajectories often lie at the confluence between activism, academia, and policy or development interventions – are exceptionally well placed to reflect on mainstream practices in all these fields, and, from their particular positions, envision a reimagining of these practices.

Roma Diplomacy is an anthology of papers written or inspired by the DiploFoundation's 2005?2006 Roma Diplomacy project, aimed at facilitating the creation of Roma ?public diplomats? with the ability to bridge the gap between Roma civil society and governments/European Union institutions. The papers in this volume cover a wide range of topics'from a consideration of what the term Roma Diplomacy means to research aimed at promoting awareness of the situation of Roma in different regions and countries. Many of the papers offer recommendations for policymakers, providing a strong starting point for the emergence of a Roma ?think tank, ? one of the long-term goals of the Roma Diplomacy project.

Realizing Roma Rights written by Jacqueline Bhabha and has been published by University of Pennsylvania Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-03-16 with Political Science categories.

Realizing Roma Rights investigates anti-Roma racism and documents a growing Roma-led political movement engaged in building a more inclusive and just Europe. The book brings to the forefront voices of leading and emerging Romani scholars, from established human rights experts to policy and advocacy leaders with deep experience. Realizing Roma Rights offers detailed accounts of anti-Roma racism, political and diplomatic narratives chronicling the development of European and American policy, and critical examination of Roma-related discourse and policies in contemporary Europe. It also investigates the complex role of the European Union as a driver of progressive change and a flawed implementer of fundamental rights. This book will provide a useful source for those interested in the dynamics of contemporary stigma and discrimination, the enduring challenges of mobilizing within severely disempowered communities, and the complexities of regional and transnational human rights mechanisms. Spanning as it does a broad disciplinary range that encompasses law, history, sociology, political theory, critical race theory, human rights, organization theory, and education, Realizing Roma Rights is a useful teaching tool for interdisciplinary courses on human rights, racism and xenophobia, political theory, European studies, and minority issues. Racialized Bordering Discourses On European Roma written by Nira Yuval Davis and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-10-19 with Social Science categories.

Using detailed examples from Finland, Hungary, Canada and the UK, this book explores relationships between the racialization and discrimination experienced by heterogeneous European Roma populations, and the processes of everyday bordering embedded in state policies and media discourses. In the context of the long histories of discrimination experienced by Roma people across Europe, the chapters engage with changing EU policies, including the recent tensions between inter-European de-bordering and the selective immigration policies introduced as different states react to EU free movement. Employing an intersectional analysis, the authors capture the perspectives of differentially situated people and associated discourses to examine the continuing racism experienced by European Roma citizens in their interaction with bordering technologies. They examine the homogenizing ‘racial othering’ and construction of Roma as a ‘criminal category’ that co-exists with the differentiations made between ‘indigenous’ and ‘migrant’ Roma central to dominant bordering discourses and the contestations of different Roma populations. Chapters focus on Roma activism and the media, the exclusion of Roma residents via urban regeneration and welfare provision, and powerful media and political discourses about Roma populations in different national and transnational contexts. This book was originally published as a special issue of Ethnic and Racial Studies.

"The Council of Europe, after 40 years of activities with Roma, is intensifying its commitment to monitoring and improving their situation and to involving their representatives in the creation of the policies which concern them. This publication, a reference work and an analysis intended to further knowledge and inspire reflection on the issues, presents a summary of the relevant adopted texts and activities by placing them in a historical perspective. The facts, all too often isolated, must be given greater visibility to increase their legibility - beyond a simple summary - and foster a long-term vision. Devised to be useful to both political decision makers and to administrative representatives - at European, national and local levels - and to activists in non-governmental organisations, this work will interest everyone concerned by the situation of Roma in Europe."--Page 4 of cover.
