Policymakers, practitioners, and researchers frequently cite an increase in shocks around the world as a reason for focusing on resilience. But have shocks actually increased or become more severe and far-reaching? What does the landscape of shocks look like? Shocks are external, short-term deviations from long-term trends—deviations that have substantial negative effects (which may be short-lived or long lasting) on people’s state of well-being, level of assets, livelihoods, safety, and ability to withstand future shocks. Many shocks are unexpected, but in some cases, such as drought or conflict, the shock may be expected year after year although the individual, community, or system lacks the resilience to prepare for or mitigate it. In other cases, such as climate change, the general shock could be expected but the effect on a particular individual, community, or area could be unexpected. This brief examines five types of shocks—conflicts, natural disasters, climate change, food price volatility, and health crises—as they relate to food safety and agriculture. It assesses their frequency, severity, or both during the past few decades as part of a selective, nonsystematic review.

The equations describing the motion of a perfect fluid were first formulated by Euler in 1752. These equations were among the first partial differential equations to be written down, but, after a lapse of two and a half centuries, we are still far from adequately understanding the observed phenomena which are supposed to lie within their domain of validity. These phenomena include the formation and evolution of shocks in compressible fluids, the subject of the present monograph. The first work on shock formation was done by Riemann in 1858. However, his analysis was limited to the simplified case of one space dimension. Since then, several deep physical insights have been attained and new methods of mathematical analysis invented. Nevertheless, the theory of the formation and evolution of shocks in real three-dimensional fluids has remained up to this day fundamentally incomplete. This monograph considers the relativistic Euler equations in three space dimensions for a perfect fluid with an arbitrary equation of state. The author considers initial data for these equations which outside a sphere coincide with the data corresponding to a constant state. Under suitable restriction on the size of the initial departure from the constant state, he establishes theorems that give a complete description of the maximal classical development. In particular, it is shown that the boundary of the domain of the maximal classical development has a singular part where the inverse density of the wave fronts vanishes, signalling shock formation. The theorems give a detailed description of the geometry of this singular boundary and a detailed analysis of the behavior of the solution there. A complete picture of shock formation in three-dimensional fluids is thereby obtained. The approach is geometric, the central concept being that of the acoustical spacetime manifold.

In Laos health shocks are more common than most other shocks and more concentrated among the poor. They tend to be more idiosyncratic than non-health shocks, and are more costly, partly because they lead to high medical expenses, but also because they lead to income losses that are sizeable compared with the income losses associated with non-health shocks. Health shocks also stand out from other shocks in the number of coping strategies they trigger: they are more likely than non-health shocks to trigger assistance from a nongovernmental organization and other households, dis-saving, borrowing, asset sales, an early harvest, the pawning of possessions, and the delaying of plans; by contrast, they are less likely to trigger assistance from government. Consumption regressions point to only limited evidence of households not being able to smooth consumption in the face of any shock. However, these results contrast with households' own assessments of the welfare impacts of shocks. The majority said they had to cut back consumption following a shock and that shocks considerably affected their welfare. Only health shocks are worse than a drought in terms of the likelihood of a family being forced to cut back consumption and in terms of the shock affecting a family's well-being "a lot." The poor are especially disadvantaged in terms of the greater damage that health shocks inflict on household well-being. Health shocks stand out too in leading to a loss of human capital: household members experiencing a health shock did not recover their former subjective health following the health shock, losing, on average, 0.6 points on a 5-point scale. The wealthier and better educated are better able to limit the health impacts of a health shock; the data are consistent with this being due to their greater proximity to a health facility.

This thesis presents a new strategy that unites qualitative and quantitative mass data in form of text news and tick-by-tick asset prices to forecast the risk of upcoming volatility shocks. Holger Kömm embeds the proposed strategy in a monitoring system, using first, a sequence of competing estimators to compute the unobservable volatility; second, a new two-state Markov switching mixture model for autoregressive and zero-inflated time-series to identify structural breaks in a latent data generation process and third, a selection of competing pattern recognition algorithms to classify the potential information embedded in unexpected, but public observable text data in shock and nonshock information. The monitor is trained, tested, and evaluated on a two year survey on the prime standard assets listed in the indices DAX, MDAX, SDAX and TecDAX.

This paper uses a structural vector autoregression representation of the Mundell-Flemming model to analyze the determinants of movements in Sweden’s real exchange rate. It finds that, while (supply and demand) shocks account for over 60 percent of the forecast error variance, comparable to several Economic and Monetary Union (EMU) countries, demand shocks account for a higher fraction of these real shocks in Sweden than in those core countries. If real demand shocks result from controllable macroeconomic policies, the cost of relinquishing the exchange rate is no higher, and may be lower, for Sweden than for most core EMU countries.
