The increased marketisation and privatisation of schooling in economically developing countries struggling to achieve Education for All and Millennium Development Goals warrants a focused examination of the phenomenon. The involvement of private actors in education is not new yet in the last decade critical issues have arisen that demand close scrutiny. This volume explores emerging forms of the private through case studies from Africa, South Asia and South East Asia and makes three related observations. First, what is new about these manifestations is their scale, scope and penetration into almost all aspects of the education endeavour – from the administrative apparatus to policymaking, and from formal provision in education settings to out-of-school activities, such as private tutoring. Second, what is particularly controversial about these developments is how education itself is being recast; as a sector it is increasingly being opened up to profit-making and trade, and to agenda-setting by private, commercial interests. Third, the learner is increasingly conceptualised as a consumer, and education a consumer good. The case studies therefore enable us to see more clearly how different forms of the private in education alter what is at stake, for whom, and with what outcomes, and the consequences for individuals and societies. In turn, these raise the very important question about what they mean for our conceptualisations of education, learning and teaching, on the one hand, and for education as a site and means for emancipation, on the other. These are profound social justice concerns, and ones that make this volume distinctive. While human capital has gained prominence in new vintages of growth theory, economists have struggled to find the positive externalities of mass education in developing economies. We shed new light on the economic significance of the global ‘schooling revolution’ by looking at a different indicator of human capital accumulation – the relative price of skilled labor – and placing it in a long-term global perspective. Based on a new wage dataset we constructed for various blue- and white-collar occupations in 50 African and Asian countries between 1870-2010, we reveal that skill-premiums have fallen dramatically everywhere in the course of the 20th century, and that they have now converged with levels that dominated in the West already for centuries. While such a ‘great convergence’ in skill-premiums is not a sufficient condition for Schumpeterian growth by itself, the growing availability of affordable skills is a necessary condition. Our findings, therefore, shed a more optimistic light on the long-term economic gains of mass education in the global South than standard growth regressions have hitherto done.

Differing approaches have been used to establish formal education in East Africa. This book traces developments from pre-colonial indigenous systems, to the pioneering work of missionaries, and education during the colonial and post-colonial periods. The work is organised by country - parts one to four systematically look at pre- independence education in Kenya, Uganda, Tanganyika and Zanzibar; part five gives a comparative analysis of education in the region since independence. The authors, academics at Makerere University, argue that East African educational policies have brought about significant progress within the limits of resources. The new challenge is what to do about the number of unemployed school leavers and graduates. The authors refute the tendency to view the educated as victims of their own success and a potential social nuisance; and instead argue they are a resource crucial to national development processes.
