This edited collection explores aspects of contemporary war that affect average people –physically, emotionally, and ethically through activities ranging from combat to television viewing. The aim of this work is to supplement the usual emphasis on strategic and national issues of war in the interest of theorizing aspects of war from the point of view of individual experience, be the individual a combatant, a casualty, a supporter, opponent, recorder, veteran, distant viewer, an international lawyer, an ethicist or other intellectual. This volume presents essays that push the boundaries of war studies and war thinking, without promoting one kind of theory or methodology for studying war as experiential politics, but with an eye to exploring the possibilities and encouraging others to take up the new agenda. Arguably, war is an activity that engages the attention, the politics, and the lives of many people. Nations at War provides an explanation of war in international politics grounded on data-based, empirical research. The book classifies and synthesizes the research findings of over 500 quantitative analyses of war at the analytic level of the state, dyad, region, and international system. Because wars follow from political decisions, two basic decision-making models - the rational and the non-rational - are examined in relation to the explanatory framework of the volume. In addition, case analyses of two wars - the Iran/Iraq War (1980), and World War I (1914) - are provided as demonstrations of scientifically-based explanations of historical events. The primary structural factors responsible for the onset and seriousness of war are identified and the explanations are developed according to the scientific model of 'covering laws'. The conclusion presents a discussion of the potential for probabilistic conditional predictions of conflict within the context of war and peace studies.

Interpretations of war as driven by politics and state rationale, formulated most importantly by the nineteenth-century practitioner Carl von Clausewitz, have received strong criticism. Political explanations have been said to fall short in explaining conflicts in the Balkans, Africa, Asia and the attacks of September 11 2001 in the United States. This book aims to re-evaluate these criticisms by not only carefully scrutinising Clausewitz's arguments and their applicability, but also by a careful reading of the criticism itself. In doing so, the contributions on this book present empirical evidence on the basis of several case studies, addressing various aspects of modern war, such as the actors, conduct and purposes of war. The book concludes that while the debate on the nature of war has far from run its course, the interpretation of war as postulated by Clausewitz is not as inapplicable as some have claimed.
