Osmanlı devlet adamları, Kırım Savaşı’nın sonuna gelindiğinde Osmanlı İmparatorluğu’nun içeriden ve dışarıdan, ikili bir meydan okumayla karşı karşıya olduğunu biliyorlardı. Böyle kritik bir dönemeçte sahneye ‘Jön Türkler’le Yeni Osmanlılar çıktı ve bu hareketin önderleri, yapısı heterojen bir nitelik taşıyan imparatorluğu canlandırmak ve ‘Türklük’ temelinde yeni baştan kurmak için -her ne kadar inişli çıkışlı ve istikrarsızca da olsa- büyük bir mücadeleye atıldılar… Tarihçi Roderic Davison’ın, Tanzimat reformlarını ayrıntılarıyla incelediği bu önemli kitabı, 1839 Gülhane Hattı Şerifi’nin ilan edilmesinden başlayarak 1856 Hattı Hümayunu ve 1876 Anayasası’na kadar olan dönemi içine alıyor. Yazar bu kapsamda ve zengin referanslardan yararlanarak, merkezi hükümeti kuvvetlendirmeye, taşra yönetimine çeki düzen vermeye, gayri-müslim azınlıkların yapısını gözden geçirmeye, hukuk, eğitim ve orduyu modernize etmeye ve tüm bir reform hareketinin doruk noktası olarak 1876 Anayasası’nın ilan edilmesine yönelik girişimleri enine boyuna inceliyor.
