Face ao acelerado processo de avanço da globalização, o livro faz uma análise da dinâmica territorial do desenvolvimento em âmbitos espaciais periféricos. Nessa perspectiva, faz reconstituição histórica do município de Doutor Maurício Cardoso, destacando a relação do Estado com as empresas privadas no que diz respeito aos respectivos interesses quanto ao processo de ocupação e formação socioespacial regional. Evidencia o contexto político interno e externo que influenciaram na formação socioeconômica nas distintas fases da trajetória histórica; identifica as principais iniciativas empreendidas e como se articularam as instituições e atores locais. Nesse intuito, identifica os fatores limitadores e as perspectivas de desenvolvimento na visão de alguns autores. A metodologia prevê o recorte temporal, identificando três fases e os principais momentos e iniciativas que marcaram o processo de desenvolvimento de Doutor Maurício Cardoso. Do ponto de vista de seus objetivos: tem caráter de uma pesquisa exploratória que envolve levantamento bibliográfico; entrevistas com pessoas locais e especialistas; tendo a forma de pesquisa bibliográfica e de estudo de caso. Do ponto de vista da forma de abordagem do problema: se constitui numa pesquisa qualitativa, pois trata de uma relação dinâmica entre o mundo real e o sujeito.

This book is the first in a series of planned volumes focused on preserving the character of the development of bioethics in particular cultural contexts. As the first of these volumes, Leo Pessini, Christian de Paul de Barchifontaine, and Fernando Lolas Stepke’s work has succeeded well. It has brought together accounts by sch- ars who were crucial to the emergence of bioethics in the Ibero-American cultural domain. This trail-blazing work in the history of bioethics will be of enduring s- nificance. I am deeply in their debt for having shouldered this far from easy task. Bioethics is the product of very particular socio-historical developments. Most prominent among them have been (1) the secularization of the dominant culture of North America, Western Europe, and now Central and South America as well, (2) a deflation of the status and authority of physicians as moral authorities able to guide their own profession, and (3) the salience of a post-traditional animus that gives c- tral place to persons as isolated atomic sources of moral authority. Bioethics initially took shape in North America as a post-Christian, post-professional, post-traditional social movement. This bioethics sought to establish a moral discourse for the public forum, a moral practice able to give practical guidance in hospitals and other insti- tions, and a body of undergirding and justifying theoretical reflections.

A crise hídrica é um fato resultante da distribuição desigual e irregular dos mananciais de água doce, bem como de suas degradações pela ação antrópica insustentável agravada pelo crescimento populacional, pelo aumento das demandas de uso dos recursos hídricos disponíveis e pela mudança climática. A presente obra analisa como se contextualiza o debate sobre a crise hídrica, no contexto da crise ambiental global e dos rios internacionais, e como o Direito Internacional Ambiental, à luz do Acordo de Escazú, propõe assegurar a democracia ambiental na governança das águas de rio internacional da Pan-Amazônia. Dessa forma, traz-se a perspectiva dos direitos de participação popular nas decisões de uso das águas do rio Mamoré, visando à sua governança e segurança hídrica frente aos riscos sociais e ambientais do projeto de hidrelétrica binacional entre Brasil e Bolívia, que pode provocar danos transfronteiriços e conflitos no uso das águas. Esses conceitos convidam a uma análise sobre a formação de um Direito Internacional das Águas, as dificuldades de elaboração de tratados sobre rios internacionais e a relevância da democracia ambiental para a governança das águas da Pan-Amazônia. A abordagem do Direito Internacional Ambiental propõe complementar a visão tradicional de gestão de águas transfronteiriças vinculada aos interesses político-econômicos de cada Estado e à supremacia dos tratados.
