Inter-ethnic conflict and genocide have demonstrated the dangers of failing to protect people targeted by fellow citizens. When minority groups in one country are targeted for killings or ethnic cleansing based on their group identity, whose responsibility is it to protect them? In particular, are they owed any protective responsibility by their kin state? How can cross-border kinship ties strengthen greater pan-national identity across borders without challenging territorially defined national security? As shown by the Russia-Georgia conflict over South Ossetia, unilateral intervention by a kin state can lead to conflict within and between states. The protection of national minorities should not be used as an excuse to violate state sovereignty and generate inter-state conflict. This book suggests that an answer to the kin state dilemma might come from the formula "neither intervention nor indifference" that recognizes the special bonds but proscribes armed intervention based on the ties of kinship.--Publisher's description.

The shift in the ideological winds toward a "free-market" economy has brought profound effects in urban areas. The Neoliberal City presents an overview of the effect of these changes on today's cities. The term "neoliberalism" was originally used in reference to a set of practices that first-world institutions like the IMF and World Bank impose on third-world countries and cities. The support of unimpeded trade and individual freedoms and the discouragement of state regulation and social spending are the putative centerpieces of this vision. More and more, though, people have come to recognize that first-world cities are undergoing the same processes. In The Neoliberal City, Jason Hackworth argues that neoliberal policies are in fact having a profound effect on the nature and direction of urbanization in the United States and other wealthy countries, and that much can be learned from studying its effect. He explores the impact that neoliberalism has had on three aspects of urbanization in the United States: governance, urban form, and social movements. The American inner city is seen as a crucial battle zone for the wider neoliberal transition primarily because it embodies neoliberalism's antithesis, Keynesian egalitarian liberalism. In Economies of Abandonment, Elizabeth A. Povinelli explores how late liberal imaginaries of tense, eventfulness, and ethical substance make the global distribution of life and death, hope and harm, and endurance and exhaustion not merely sensible but also just. She presents new ways of conceptualizing formations of power in late liberalism—the shape that liberal governmentality has taken as it has responded to a series of legitimacy crises in the wake of anticolonial and new social movements and, more recently, the “clash of civilizations” after September 11. Based on longstanding ethnographic work in Australia and the United States, as well as critical readings of legal, academic, and activist texts, Povinelli examines how alternative social worlds and projects generate new possibilities of life in the context of ordinary and extraordinary acts of neglect and surveillance. David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee. The articles in this volume of ARCHIMEDES examine particular cases of `reception' in ways that emphasize pressing historiographical and methodological issues. Such issues arise in any consideration of the transmission and appropriation of scientific concepts and practices that originated in the several `centers' of European learning, subsequently to appear (often in considerably altered guise) in regions at the European periphery. They discuss the transfer of new scientific ideas, the mechanisms of their introduction, and the processes of their appropriation at the periphery.
