In To the End of Revolution, Xiaoyuan Liu draws on unprecedented access to the archives of the Chinese Communist Party to offer a groundbreaking account of Beijing’s evolving Tibet policy during the critical first decade of the People’s Republic. Liu details Beijing’s overarching strategy toward Tibet, the last frontier for the Communist revolution to reach. He analyzes how China’s new leaders drew on Qing and Nationalist legacies as they attempted to resolve a problem inherited from their predecessors. Despite acknowledging that religion, ethnicity, and geography made Tibet distinct, Beijing nevertheless forged ahead, zealously implementing socialist revolution while vigilantly guarding against real and perceived enemies. Seeking to wait out local opposition before choosing to ruthlessly crush Tibetan resistance in the late 1950s, Beijing eventually incorporated Tibet into its sociopolitical system. The international and domestic ramifications, however, are felt to this day. Liu offers new insight into the Chinese Communist Party’s relations with the Dalai Lama, ethnic revolts across the vast Tibetan plateau, and the suppression of the Lhasa Rebellion in 1959. Placing Beijing’s approach to Tibet in the contexts of the Communist Party’s treatment of ethnic minorities and China’s broader domestic and foreign policies in the early Cold War, To the End of Revolution is the most detailed account to date of Chinese thinking and acting on Tibet during the 1950s.

Excerpt from The End of the Age: On the Approaching Revolution Preceded by the Crisis in Russia Yet some people, seeing all the evil which is at present accomplished by the particularly cruel, coarse, Stupid, and deceitful Russian Government, think that this is due to the fact that the Russian Government is not organised as they think it ought to be, on the model of other existing Govern ments (similar institutions for the committal with impunity of all kinds of crimes against their peoples), and for the purpose of correcting this these people use all the means at their disposal, imagining that the alteration of external forms may alter the essence. Such activity I regard as inexpedient, unreasonable, not right - is, that people assert rights they have not got - and pernicious. I regard such activity as inexpedient because strife with violence, and in general by external means (and not solely by spiritual power), on the part of an insignificant handful of men, against a powerful Government defending its life, and for this purpose holding control of millions of armed disciplined men and of milliards in money, is only comical from the point of view of the possibility of success, and piteous from the point of view of the unfortunate, misled individuals who perish in this unequal strife. I regard this activity as unreasonable because, even granting what is most improbable - is, that those who are now fighting against the existing Government will triumph - the position of the people cannot improve therefrom. This study reveals how the social pact, formalized during the armed stage of the Mexican Revolution (1910-20) and implemented during the second stage (1920-40), was upset during the third or arrested stage (1940-70) when the bureaucrat-professionals at the helm opted for intensive economic development by taking the capitalist road. Although momentarily revived during yet a fourth stage of revolution (1970-82), this social pact was subsequently betrayed from within by the official party of the Revolution and undermined from without by the operation of economic forces behind the scenes. In this first book on the complete history of the Mexican Revolution, Hodges and Gandy reveal that, along with the end of its social pact, Mexico passed out of its former nationalist and capitalist orbit to enter the new professional societies and global order fathered by the transnationals. From 1920 to 1970, Mexico's bureaucrat-professionals hung onto political power while native capitalists continued to flourish. In response, Mexico's workers and peasants staged strikes against the nationalized sector and fomented guerrilla wars. Concessions were then made to this group until, beginning in 1982, the social pact was again eroded at the expense, not only of the popular sectors, but also of the capitalists. The economic surplus was redistributed away from owners and into the pockets of professionals. That was the Revolution's last gasp before it was officially put to rest in 2000 with the official party's defeat at the polls. Hodges and Gandy challenge the current belief that Mexico's economic system is still capitalist by presenting statistical evidence that shows how the chief beneficiaries of the economy are no longer the providers of capital, but instead the providers of professional services.
