This circular analyses the implementation and the impact of the FAO Code of Conduct for Responsible Fisheries since 1995. In doing so, it first establishes a picture of fisheries and aquaculture sectors before the publication of the Code and 13 years after, in order to detect major changes in both sectors. While fundamental changes in the fisheries sector remained few, the aquaculture sector displays a rather important degree of change, where practices in farm management and environmental management, amongst others, seem to have undergone broad and significant improvements. The document bases its analysis on country-level implementation of Code principles and provisions, and then looks into how various sector related players have endorsed and adopted the Code, and contributed to its implementation. This analysis shows that in many domains, implementation of the Code has been slow on the ground, but that in some domains, such as the implementation of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU), countries have been fast to embrace the Code and implement its instrument in the ways prescribed. The study also shows that a very vast and diverse range of sector stakeholders across the entire spectrum have endorsed the Code and do pursue its stated objectives. The key impacts of the Code relate to its broad-based endorsement, and the ways in which it has shaped policies, legal and management frameworks worldwide, as a universally applicable international policy instrument, and how it has brought across into the fisheries domain the key principles of sustainable and responsible development inherent to the United Nations Conference on Environment and Development (UNCED) and its Agenda 21. The Code has been a facilitator of change towards more responsible and more sustainable approaches, but quantifying these, and relating them directly and primarily to the Code is not something that would appear reasonable. However, advances in domains such as combating IUU fishing have been Code-driven to a noticeable extent.

This circular provides an assessment of the technical practicability, advantages, constraints and cost of using electronic reporting as part of the biennial survey on the implementation of the 1995 FAO Code of Conduct for Responsible Fisheries. In this context, electronic reporting is defined as conducting a survey (questionnaire) electronically in a format that enables statistical analysis and reports to be generated without re-entering the survey information manually. Two types of electronic reporting are investigated: spreadsheet-based surveys and Web-based surveys. This project was initiated by FAO based on an interest in exploring cost-effective options for collecting and analysing information on Code implementation, taking full advantage of electronic technology. In conducting this work, it is understood that the biennial questionnaire will continue to be based on self-assessment and that FAO Members, regional fishery bodies and non-governmental organizations will continue to have the option of reporting in the current paper format. Accordingly, the option of electronic reporting as part of the biennial survey on the Code's implementation should be viewed as complementing the current reporting approach rather than as replacing it. Our analysis concludes that there are potential benefits associated with allowing electronic reporting, in particular, improving data quality, automating data analysis and generating statistical reports automatically. At this time, the option of spreadsheet-based reporting has clear advantages over the Web-based approach. MS Excel is best-suited for use by the majority of FAO Members. Over time, as technology evolves and access to the internet improves, many of the constraints associated with Web-based surveys may be addressed. Specific recommendations are presented to address issues related to information gathering, analysis and reporting and questionnaire design.

At its 26th Session in October 2018, the FAO Committee on Agriculture (COAG) requested FAO to take the lead to develop voluntary codes of conduct for the reduction of food loss and food waste. In response to the COAG request, FAO developed the Voluntary Code of Conduct for Food Loss and Waste Reduction, which was endorsed by the 42nd Session of the FAO Conference in June 2021. The Voluntary Code of Conduct for Food Loss and Waste Reduction sets out a generic framework of actions and guiding principles that should be followed to reduce food loss and waste (FLW) and support the transformation of agrifood systems to be more efficient, more inclusive, more resilient and more sustainable. Governments can use the framework as a basis for the development of strategies, policies and legislations, which are critical elements of intervention packages aimed at effectively and sustainably reducing FLW. The framework can also serve for the formulation of programmes on FLW reduction and for the preparation of technical guidelines for use by practitioners.
