Survivors of the Armenian Genocide of 1915 took refuge across the globe. Traumatized by unspeakable brutalities, the idea of returning to their homeland was unthinkable. Once viewed as a “brain drain,” migrants are increasingly viewed as a resource for promoting economic development back in their home countries. In Investing in the Homeland, Benjamin Graham finds that diasporans—migrants and their descendants—play a critical role in linking foreign firms to social networks in developing countries, allowing firms to flourish even in challenging political environments most foreign investors shun. Graham’s analysis draws on new data from face-to-face interviews with the managers of over 450 foreign firms operating in two developing countries: Georgia and the Philippines. Diaspora-owned and diaspora-managed firms are better connected than other foreign firms and they use social ties to resolve disputes and influence government policy. At the same time, Graham shows that diaspora-affiliated firms are no more socially responsible than their purely foreign peers—at root, they are profit-seeking enterprises, not development NGOs. Graham identifies implications for policymakers seeking to capture the development potential of diaspora investment and for managers of multinational firms who want to harness diasporans as a source of sustained competitive advantage.

Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.

This edited volume uses a ‘constructivist/reflexive’ approach to address critical infrastructure protection (CIP), a central political practice associated with national security. The politics of CIP, and the construction of the threat they are meant to counter, effectively establish a powerful discursive connection between that the traditional and normal conditions for day-to-day politics and the exceptional dynamics of national security. Combining political theory and empirical case studies, this volume addresses key issues related to protection and the governance of insecurity in the contemporary world. The contributors track the transformation and evolution of critical infrastructures (and closely related issues of homeland security) into a security problem, and analyze how practices associated with CIP constitute, and are an expression of, changing notions of security and insecurity. The 1996 U.S. Immigration Reform and Responsibility Act has led to the forcible deportation of tens of thousands of Dominicans from the United States. Following thousands of these individuals over a seven-year period, David C. Brotherton and Luis Barrios use a unique combination of sociological and criminological reasoning to isolate the forces that motivate emigrants to leave their homeland and then commit crimes in the Unites States violating the very terms of their stay. Housed in urban landscapes rife with gangs, drugs, and tenuous working conditions, these individuals, the authors find, repeatedly play out a tragic scenario, influenced by long-standing historical injustices, punitive politics, and increasingly conservative attitudes undermining basic human rights and freedoms. Brotherton and Barrios conclude that a simultaneous process of cultural inclusion and socioeconomic exclusion best explains the trajectory of emigration, settlement, and rejection, and they mark in the behavior of deportees the contradictory effects of dependency and colonialism: the seductive draw of capitalism typified by the American dream versus the material needs of immigrant life; the interests of an elite security state versus the desires of immigrant workers and families to succeed; and the ambitions of the Latino community versus the political realities of those designing crime and immigration laws, which disadvantage poor and vulnerable populations. Filled with riveting life stories and uncommon ethnographic research, this volume relates the modern deportee's journey to broader theoretical studies in transnationalism, assimilation, and social control.
