The radical changes taking place in the international scene during the late 1980s have presented the European Communities with important new challenges. The twelve Member States agreed that the only way to respond effectively to this new situation was to speed up the European integration process, and in December 1990 two Intergovernmental Conferences were inaugurated, focusing respectively on the development of an Economic and Monetary Union and a Political Union. It was the difficult task of the Luxembourg and Dutch Presidencies to channel the often very diverging positions of the different actors in the process into one coherent set of amendments to the Treaties forming the European Communities. This publication examines the positions which the different Member States, the Commission and the European Parliament have been defending in the Intergovernmental Conference on Political Union and more particularly with regard to one of the most sensitive topics under discussion, namely the development of a Common Foreign and Security Policy (CFSP). The introduction places the debate on the development of a Political Union and a CFSP in an historical perspective and gives an overview of the progression of the negotiations. The concluding chapter presents a general framework for better understanding of the course and results of the negotiations, and a critical evaluation of the outcome. The annexes reproduce the main proposals on the development of a CFSP submitted to the Conference.

The creation of the European External Action Service (EEAS), the EU’s new diplomatic body, was accompanied by high expectations for improving the way Europe would deal with foreign policy. However, observers of its first years of operation have come to the opposite conclusion. This book explains why the EEAS, despite being hailed as a milestone in integration in Europe’s foreign policy, has fallen short of the mark. It does so by enlisting American institutionalist approaches to European questions of institutional creation, bureaucratic organisations and change. The book examines the peculiar shape the EEAS’s organisation has taken, what political factors determined that shape and design and how it has operated. Finally, it looks at the autonomous operation of the EEAS from a bureaucratic theory perspective, concluding that this is the best way to understand its course. Including data gathered from elite interviews of politicians and senior officials involved in the institutional process, an assessment of official documentary evidence and a survey of EEAS officials at the organisation’s beginning, it sheds new light on a controversial tool in the EU's foreign policy. Throughout the second half of the 20th century, fundamental differences in values and policy can be discerned in British-German relations. For historical, political, and economic reasons, the collective memories of both nations have retained very different identities and attitudes towards each other and towards the European continent and European integration. Yet, Britain is one of the most significant European partners for Germany and Germany is of great importance for Britains role in Europe. This book focuses on the influence of European integration on the policies of Britain and Germany towards each other. It considers British-German relations in the context of European integration in their historical dimensions since 1945. Britains ambiguous policy towards the GDR and Mrs Thatchers opposition to German unification are also discussed. In particular, the book focuses on the post-1990 relationship and examines the political, security related, economic and financial as well as the social aspects of the dynamic British-German relations in an ever more interdependent world. The influence of the US and France on both Germany and Britain and their European policies is therefore considered in detail. This book offers interesting and challenging insights into the evolution of British-German relations within the context of European integration in the post-Second World War and post-Unification era. The book argues that throughout the latter half of the twentieth century Britain and Germany can be characterised as uneasy allies. It is only since the late 1990s Britain and Germany appear to have become genuine partners in the context of European integration.

In recent years, publications on power indices and coalition formation have multiplied. Obviously, the application of these concepts to political institutions, more specifically, to the analysis of the European Union and, as it seems, the election of the President of the United States is getting more and more popular. There are, however, also new theoretical instruments and perspectives that support these applications: First of all, the probabilistic model of coalition formation has to be mentioned which is made operational by the multilinear extension of the characteristic function form of coalition games. This instrument triggered off a reinterpretation of existing power indices and the formulation of new indices. This development is accompanied by an intensive discussion of the concept of power in general - what do we measure when we apply power measures? - and the properties that an adequate measure of power has to satisfy. Various concepts of monotonicity were proposed as litmus test. The discussion shows that the underlying theories of coalition formation play a decisive role. New results will be discussed in this volume. Its contributions put flesh and blood on the theoretical innovations and their applications that led to a growing interest in power indices and coalition formation.
