Excerpt from Medical Inspection of Schools in Great Britain England and Wales. - School medical inspection in Great Britain as now conducted is the cumulative result of a number of legislative acts. Some of these were not specifically medical inspection acts, but inevitably implied medical inspection for their successful operation. The Blind and Deaf Act, passed in 1893 as an education act, was the first of these. To carry out its provisions for the segregation of the blind, the semiblind, the deaf, and the semideaf, skilled medical cooperation proved necessary and was furnished. From this care of the blind and the deaf it was an easy and natural step for the education department to give special attention to other mentally or physically defective children. In 1896 a committee of the department was created to investigate the teaching of defective children (not idiots and imbeciles) and to recommend improvements in such instruction. This committee reported in 1898 with a recommendation that each local authority be required to segregate and give special attention to all children in the elementary schools who, on account of mental or physical defect or of epilepsy, could be better taught in special schools. A permissive act was passed in 1899. This has not been adopted universally, but many local authorities have adopted its provisions. The determination of defectives and epileptics in the meaning of the act was delegated to a qualified medical practitioner who must be approved by the education department. This is the first parliamentary act authorizing the employment of physicians for work in the schools, aid the work done under it constitutes an important part of school medical inspection in Great Britain.1 This bulletin comprises the results of personal Investigations supplemented by official reports covering the entire work of medical inspection as developed in Great Britain.
