Peter Mayne grew up in India, and later spent four years on the Northwest Frontier during the Second World War. Mayne delighted in the company of these fierce but hospitable highlanders, who were as hard as the mountains that assured their independence but democratic to the point that no man admitted the right of another to lead him. In 1953, Mayne took a long journey to see what had become of his old friends in the high, flower-filled valleys on the roof of the world. But peace had always been a relative concept on this frontier, where Afghanistan was now eyeing Pashtun lands in a new iteration of the Great Game. Volume I, The Proud Empire, traces the life of Sir Robert Hamilton, from the beginning of his career under the watchful eye of his father, up until his retirement. Volume II, The Straight Race, tracks Sir William Barton’s career in the early twentieth century. Starting in the Punjab and the North-West Frontier, he later served as Resident in the well-administered states of Mysore and Hyderabad, where he stood up to the Nizam, doing his best to set the administration on a less corrupt footing. Retirement did not deter Sir William’s close interest in Indian affairs; he returned twice on tour as an advisor to electrical companies and travelled with a Ministry of Supply mission during the Second World War. With three books and many articles for newspapers and journals on the subject, India remained an integral part of his life.

This book offers an institutional history of the British Legation in Kabul, which was established in response to the independence of Afghanistan in 1919. It contextualises this diplomatic mission in the wider remit of Anglo-Afghan relations and diplomacy from the nineteenth to the twenty-first century, examining the networks of family and profession that established the institution’s colonial foundations and its connections across South Asia and the Indian Ocean. The study presents the British Legation as a late imperial institution, which materialised colonialism's governmental practices in the age of independence. Focusing on Afghanistan's relations with the West during the latter half of the 20th century, this study offers new insights on the long-term origins of the nation's recent tragedies. Roberts finds that, since the 1930s in particular, Afghanistan pursued policies far more complex, and considerably more pro-Western, than previous studies have surmised. By the end of the Second World War, Britain and Afghanistan seemed headed toward an extensive partnership in military and economic affairs. Opportunities to cement Afghanistan to the West existed, but ultimately ran afoul of regional politics, shortsighted policy, and indifference. The rise of the Indian nationalist movement and the eventual partition of India would have strategic ramifications for Afghanistan. Pakistan and India, weakened and poised against each other, saw no reason to aid the Kabul regime, leaving only the United States as a potential benefactor. Successive American administrations, however, denied most Afghan requests. When the Eisenhower administration extended support to Pakistan, it alienated Afghan leaders, who then chose to broker a deal with the Soviet Union. Roberts analyzes recent American policy toward Afghanistan and its neighbors, clarifying the current situation and offering guidelines for future relations.
