Four new cities have been created in Georgia in the past three years. The author was responsible for the implementation of Sandy Springs, the first new city to be incorporated in Georgia in fifty years. His previous book, Creating the New City of Sandy Springs, was published to serve as a guide for other communities considering incorporation. The book introduced the concept of a broadly based Public/Private partnership. Subsequently, the author served in an advisory role to the other three new cities, all of which adopted the Public/private partnership model. A fifth new city that the author is advising is expected to be formed late in 2008. It too, is moving toward the adoption of the model. The record of success in these cities is outlined in this new book. Success is defined as the provision of more efficient government services and providing the maximum level of responsiveness to the citizens. Based on the experience of these new cities, this book strongly urges that existing cities which have followed the traditional organizational structure, for too long, give strong consideration to converting their services to the Public/Private partnership model. The Public/Private partnership model is gaining interest on a national level and recently has attracted international interest. The author was invited to participate in a number of large symposia and meetings in Japan with government, business and academic leaders, to explain the model, and its benefits. Traditional methods of providing local government services have in many cases resulted in levels of bureaucracy and waste that are unacceptable. It is time that elected officials consider new and better methods. The Public/Privatepartnership model as described in this, and the authors first book, provides a roadmap for introducing improved government services that should be studied by all local officials.

As cities around the world seek new ways to improve their physical, social, and economic environments, they are paying greater attention to the value of public space. Provision of new plazas and parks, reclamation of existing waterfronts, and beautification of public streets are all increasingly viewed as important strategies for enhancing the quality of urban living. With scarce public dollars available, cities are teaming with the private sector in innovative public-private partnerships to fund these approaches. One of the most significant public-private partnerships to obtain urban public space has been pioneered in New York City under the rubric of privately owned public space. Since 1961, hundreds of office and residential towers have received zoning floor area bonuses to encourage the provision of a wide variety of outdoor and indoor spaces — plazas, arcades, atriums — that are legally required to be open and accessible to the public. At their best, these spaces marry aesthetics with function, offering unique physical and social environments within a densely packed urban center. At their worst, they are barren, unusable surfaces or privatizedby-management spaces that diminish the spirit underlying the laws that created them. Until now, comprehensive, systematic knowledge about this vast collection of public spaces has not existed, either for experts or members of the public. To remedy this gap, Harvard University professor Jerold S. Kayden, The New York City Department of City Planning, and The Municipal Art Society of New York have joined forces to research and write Privately Owned Public Space: The New York City Experience. Through words, photographs, scaled site plans, maps, and analysis of newly assembled data, they examine the history, law, design, and use of the city’s privately owned public spaces. Central to 'Private Sector-led Urban Development Projects' lays the concept of private sector-led urban development projects. Such projects involve project developers taking a leading role and local authorities adopting a facilitating role, in managing the development of an urban area, based on a clear public-private role division. Such a development strategy is quite common in Anglo-Saxon urban development practices, but is less known in Continental European practices.Nonetheless, since the beginning of the millennium such a development strategy also occurred in the Netherlands in the form of 'concessions'. However, remarkably little empirical knowledge is available about how public and private actors collaborate on and manage private sector-led urban development projects. Moreover, it remains unclear what the effects of such projects are. This dissertation provides an understanding of the various characteristics of private sector-led urban development projects by conducting empirical case study research in the institutional contexts of the Netherlands and the UK. The book provides an answer to the following question:What can we learn from private sector-led urban development projects in the Netherlands and UK in terms of the collaborative and managerial roles of public and private actors, and the effects of their (inter)actions?
