It consists chiefly of lectures delivered to the senior class of Union College during the spring term of 1893, and is published with the hope that it may stimulate the reader to an increased interest in the problems discussed and help him, in some degree, to their right solution. The endeavor has been made to set forth in a clear and concise manner the ethical principles involved, and to show how, under present conditions and limitations, they are to be applied. I wish here to acknowledge my special indebtedness to the writings and counsel of my friends and former instructors, ex-President Seelye of Amherst and Professor Burgess of Columbia. The State and the People tells the story of the Australian colonies' coming together into a single federation in the latter years of the 19th century. Author John Manning Ward, pre-eminent Australian interpreter of colonial relations with Great Britain, had a distinct view of Australian federation. His liberal-conservative approach differed sharply from the nationalist or modern progressivist approaches of other scholars. Between the radical republican challenge and the cultural cringe, lies Ward's Australia: essentially pro-British, pragmatic and animated by the 'hope of capital'. Ward's federation reflects pragmatic forces and developments, the constitutional outcome having the common sense of a common law tradition at its core. Federation is not the representation of a nationalist assertion against the mother country, but rather the expression of a colonial nationality anchored within a tradition of British imperial history abroad. Ward's untimely death intervened in 1990 and The State and The People is incomplete. It comprises the substantial chapters then written. The editors, Professor Deryck Schreuder and Emeritus Professor Brian Fletcher, make clear that we have been deprived of quantity, not quality. Ward's scholarship remains sharp, his prose elegant and his argument penetrating. Today there are more states controlling more people than at any other point in history. We live in a world shaped by the authority of the state. Yet the complexion of state authority is patchy and uneven. While it is almost always possible to trace the formal rules governing human interaction to the statute books of one state or another, in reality the words in these books often have little bearing upon what is happening on the ground. Their meanings are intentionally and unintentionally misrepresented by those who are supposed to enforce them and by those who are supposed to obey them, generating a range of competing authorities, voices, and allegiances. The Everyday Life of the State explores this "everyday" transformation of state authority into multiple scripts, narratives, and political activities. Drawing upon case studies from across the Middle East, North Africa, and Asia, the chapters in this book investigate the many ways in which those subjects traditionally regarded as being weak, passive, and obedient manage not only to resist the authority of state actors but to actively subvert and appropriate it, in the process making, unmaking, and remaking the boundaries between state and society over and over again. Collectively, these chapters make an important contribution to the expanding literature on "everyday politics." The "state in society" concept used in this volume has been developed by political scientist Joel S. Migdal, the Robert F. Philip Professor of International Studies in the University of Washington's Henry M. Jackson School of International Studies.
