People like forests- they have many emotional and cultural attachments to them. They also like forest products - and need increasing quantities of them. But they often don't like, don't understand, and don't trust what comes in between: forest management, which lies at the interface of public services (biodiversity, watersheds, etc) and private goods (timber, food, etc). Certification was developed to independently verify the quality of forest management, to communicate this to market players, and so to improve market benefits for the products of good management. The growing influence of the Forest Stewardship Council is one of the most striking recent developments in forestry. Certification is increasingly common in all continents. But has it actually improved forest management? Has it created sufficient market incentives? Above all, has it enabled trust to develop between stakeholders, so that they can work together better, to build the institutions required for sustainable forest management? This book is the result of two years' study by IIED and collaborators in several countries: it provides evidence for considerable policy and institutional change as a result of certification, and the beginnings of change in forest and market practice.

Boycotting tropical timber reduces its economic value and provides an incentive to burn down forests, making them available for subsequent agricultural use or livestock farming. In contrast, a certification scheme for sustainably produced timber (tropical or non-tropical) protects the forests by raising their economic value. Examined here the impact of a certification scheme on German demand for tropical timber. A partial-equilibrium model is developed for the German tropical timber market as a whole as well as for five important submarkets representing 50% of the total demand. The results reveal that a credible certification scheme can induce a significant expansion of demand for sustainably produced tropical timber. This holds true for a scheme restricted to Germany as well as for an OECD-wide approach.

The authors estimate the potential commercial benefits that tropical timber producing countries could enjoy by adopting timber certification schemes. Such benefits are crucial for encouraging the supply of certified timber. Timber certification is a reality: Various countries and organizations have launched initiatives for it. The initial response among producing countries was less than positive, but some have come to realize its potential benefits and have begun to adopt timber certification schemes. Tropical timber trade accounts for only a small fraction of tropical timber production, and most of that trade is concentrated among developing countries in Asia and Japan - markets where demand for certified timber is currently weak. Only a small part of the trade reaches the eco-sensitive markets of Europe and the United States, where there is demand for certified timber. Developing countries can benefit commercially from timber certification in two ways: through the quot;green premiumquot; (quot;consumers' willingness to pay a premium for certified timberquot;) and by averting losses of market share in the tropical timber market from not having timber certified. Based on surveys, on discussions with nongovernmental organizations, on market participants and analysts, and on estimates of price elasticity, the authors develop a scenario for estimating the potential commercial benefits from adopting timber certification. Under this scenario, benefits would not exceed US$500 million a year (roughly 4 percent of all tropical-timber-related revenues earned by developing countries). Timber certification is not expected to provide significant commercial benefits to developing countries in the near future. But timber certification could provide significant rents to individual firms that develop market niche strategies. And producing countries that pursue certification may enjoy longer-term social, economic, and environmental benefits by adopting the better forest management practices required for timber certification.
