Es ist die Tendenz erkennbar, dass sich die Neuen Medien zu einem immer bedeutenderen Bestandteil von Bildungsangeboten entwickeln werden. Ein besonderer Schwerpunkt innerhalb dieser Entwicklung wird seitens des Bundes bereits auf den Bereich Neue Medien in der Hochschule gelegt. Das große Interesse an hochschulspezifischen Projekten zeigt sich darin, dass zwischen den Jahren 2000 und 2004 alleine rund 100 Projekte im Hochschulbereich aus dem Förderungs-Gesamtbudget von 200 Millionen Euro finanziert wurden. Aus diesem aktuellen Anlass liegt der Fokus der vorliegenden Arbeit daher auf dem Potenzial der Neuen Medien für den Hochschulbereich. Dabei wird zunächst der Begriff der Neuen Medien zu klären sein (vgl. 2.1). Vor dem Hintergrund der allgemeinen Vorteile bzw. Mehrwerte von E-Learning (vgl. 2.2) stellt sich die Frage, inwieweit E-Learning für den Hochschulbereich nutzbar gemacht werden kann. In Kapitel 2.3 soll daher der aktuelle Stand der E-Learning-Angebote im Hochschulbereich dargestellt werden; dies umfasst die Aspekte der Virtuellen Universitäten, deren Unterschied zu virtuellen Studienangeboten an Präsenzuniversitäten erläutert werden muss, sowie der Angebote für Studierende und Hochschuldozierende an Fern- und Präsenzuniversitäten. In einem nächsten Kapitel werden die Dimensionen der Implementierung von E-Learning in der Hochschule analysiert und die Erfolgsfaktoren anhand konkreter Erfahrungsberichte aufgezeigt. Ausgehend von diesen Darstellungen sollen im Verlauf der Arbeit folgende Fragen beantwortet werden: Welches Potenzial bieten virtuelle Studienangebote? Wo weist das klassische Präsenzstudium eventuell doch mehr Stärken auf? Und worin liegen die Erfolgsfaktoren für die Einführung E-Learning-basierter Veranstaltungen an der Hochschule? Es soll nun versucht werden, alle diese Fragen gebührend und in sich schlüssig zu beantworten. Hierbei wird darauf geachtet, dass die Analyse durchgängig mit aussagekräftigen Zitaten unterschiedlicher Autoren unterstützt wird, um die dargestellten Thesen und Argumente zu belegen.

In den letzten Jahren sind Informations- und Kommunikationstechnologien immer selbstverständlicher in unseren Alltag integriert worden. Die sogenannten "Neuen Medien" umfassen unter anderem den Personalcomputer (PC), das World Wide Web (WWW) und eine Reihe anderer Technologien, die unter dem Schlagwort Multimedia zusammengefasst werden können. Dr. Helmut Pütz, Präsident des Bundesinstituts für Berufsbildung beschreibt den Zusammenhang zwischen den Neuen Medien und der Bildung folgendermaßen: "Die Computer-Vernetzung erlaubt nicht nur, das Zusammenspiel unterschiedlicher Medien zur Präsentation von Information zu steuern, sondern ermöglicht durch die Interaktivität der Medien vor allem auch aktives und organisiertes Lernen und Handeln. Simulationen und Planspiele bereiten darauf vor, in komplexen Situationen und Prozessen richtige Entscheidungen zu treffen. Die Integration der Telekommunikation macht nicht nur Informationen an jedem Computer verfügbar, sondern ermöglicht auch die weltweite Kommunikation mit anderen Experten und Lernenden sowie die direkte weltweite multimediale Präsentation eigener Informationen und
