This volume is based on papers from the second in a series of three conferences that deal with the multi-scalar processes of heritage-making, ranging from the local to the national and international levels, involving different players with different degrees of agency and interests. These players include citizens and civil society, the state, and international organizations and actors. The current volume focuses on the role of citizens and civil society in the politics of heritage-making, looking at how these players at the grass-roots level make sense of the past in the present. Who are these local players that seek to define the meaning of heritage in their everyday lives? How do they negotiate with the state, or contest the influence of the state, in determining what their heritage is? These and other questions will be taken up in various Asian contexts in this volume to foreground the local dynamics of heritage politics.

Setting out to explore critically the way civil society has entered development thinking, policy and practice as a paradigmatic concept of the 21st century, Howell (development studies, U. of Sussex) and Pearce (Latin American politics, U. of Bradford) trace the historical path leading to the encounter between the ideas of development and civil society in the late 1980s and how donors have translated these into development policy an programs. They find that there are competing normative visions, which have deep roots in Western European political thought, about the role of civil society in relation to the state and market both among donors and within the societies where donors are operating. This leads to donors playing a major role in shaping the character of service provision. Burma faces a complex of interlinked humanitarian, social, and political crises. The situation is especially grave in areas populated by ethnic minorities, many of which have been affected by decades of armed conflict, and in the Irrawaddy Delta, where in May 2008 some 130,000 people were killed and over two million made homeless by Cyclone Nargis. The military government is deeply unpopular, and further episodes of mass protest similar to those that occurred in August and September 2007 cannot be ruled out. However, strategic options for elite-level regime change in the country remain limited. Therefore, local and international actors should focus on incremental approaches to democratization, and in particular on the roles of local communities and NGOs. The past decade has seen an expansion of previously dormant civil society networks, especially within and between ethnic nationality communities. This development has been particularly significant in areas affected by ceasefires between armed ethnic groups and the military government. The capacities and strategic importance of local NGOs were demonstrated by the impressive civil society responses to the cyclone. At the local level, models of community participation and the promotion of democracy from below can help to transform state-society relations and patterns of governance, including in ceasefire areas. At the national/elite level, the development of civil society is a prerequisite for sustainable democratic change. Although the promotion of civil society is necessary, it is not sufficient to achieve social and political transition in Burma. Furthermore, community networks are vulnerable to suppression by the militarized state and by armed nonstate actors. Such tendencies were demonstrated during the national referendum of May 2008, when the government engineered the endorsement of a new constitution designed to consolidate and perpetuate military rule. The challenge for the international community is to work within the constricted environment of military-ruled Burma in ways that promote positive change - but without exposing local partners to unacceptable risks.

How historically rooted power dynamics have shaped the evolution of civil society globally. The civil society sector—made up of millions of nonprofit organizations, associations, charitable institutions, and the volunteers and resources they mobilize—has long been the invisible subcontinent on the landscape of contemporary society. Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.
