Recent controversies about Ronald Reagan's visit to the Bitburg military cemetery and revelations about Kurt Waldheim's past underscored the political problems inherent in Germany's military traditions and in the relationship of the army to National Socialism. The Allied victors disbanded the German armed forces after World War II, only to press for the arming of the Federal Republic of Germany under the altered political conditions of the cold war. This book is the first comprehensive narrative and analysis of the efforts of German military professionals to discover for their new army an acceptable body of tradition in the proud, ambiguous, and at times criminal history of the German soldier. The author shows that, despite a complex of political obstacles, the founders of the Bundeswehr generally succeeded in persuading the international community and Germany itself that the army of the 1950s and 1960s would not revive the militarism of the past. However, the rapidity of the military buildup was a major drawback to their reform ideas. Certain officers and NCOs in the Bundeswehr undercut changes made by the leadership, and the debate on tradition building became a major political issue in the Federal Republic and NATO. A provocative approach to evaluating civil-military relations. Dale R. Herspring considers the factors that allow some civilian and military organizations to operate more productively in a political context than others, bringing into comparative study for the first time the military organizations of the U.S., Russia, Germany, and Canada. Refuting the work of scholars such as Samuel P. Huntington and Michael C. Desch, Civil-Military Relations and Shared Responsibility approaches civil-military relations from a new angle, military culture, arguing that the optimal form of civil-military relations is one of shared responsibility between the two groups. Herspring outlines eight factors that contribute to conditions that promote and support shared responsibility among civilian officials and the military, including such prerequisites as civilian leaders not interfering in the military's promotion process and civilian respect for military symbols and traditions. He uses these indicators in his comparative treatment of the U.S., Russian, German, and Canadian militaries. Civilian authorities are always in charge and the decision on how to treat the military is a civilian decision. However, Herspring argues, failure by civilians to respect military culture will antagonize senior military officials, who will feel less free to express their views, thus depriving senior civilian officials, most of whom have no military experience, of the expert advice of those most capable of assessing the far-reaching forms of violence. 20 July 1944 is usually associated with the bomb plot to murder Hitler. However, what distinguishes Colonel Stauffenberg’s plan from all others is that the attempt on the Führer’s life was only to be the initial stage of a full military coup d’état. The aim was to overthrow the murderous regime, and to end the war as soon as possible. The conspiracy has long been analyzed from political, social, religious, or moral points of view. This book asks what the military dimension of the plan was. What traditions in the German army were at work, how was planning and preparation done, and why did the plot fail eventually? What is more: how did the conspiracy affect the German armies created in East and West after World War II, and also the Austrian Army? As the politicians among the conspirators thought in categories of Imperial Germany or at least the Weimar Republic, the officers among them were conditioned by the Reichswehr. Yet, Stauffenberg and some others were also bright intellectuals who were willing to incorporate their war experience into their plans, rendering them surprisingly modern at times. The coup d’état had been planned as meticulously as circumstances in war-torn Berlin allowed. However, as most officers had foreseen, once it became public knowledge that Hitler had survived Stauffenberg’s bomb, army units refused to act. The myth surrounding the "Führer" effectively prevented any military action against him. Still, the failed uprising had its effects: the regime took the opportunity to tilt the balance of power further in favor of Himmler and his fiefdom (SS, Gestapo, Police), to the detriment of the army which Hitler felt was too reactionary anyway. The leadership of the West German Bundeswehr always saw the failed uprising as part of its tradition, but it took time for this attitude to percolate down to the rank and file. For decades, some of the former Wehrmacht soldiers viewed Stauffenberg and his friends as "traitors". The book is the first to approach this important event in German history from a specifically military point of view, and that results in some surprising new results.

In Fallen Elites, Andrew Bickford examines how states make soldiers and what happens to fallen military elites when they no longer fit into the political spectrum. Gaining unprecedented entry into the lives of former East German officers in unified Germany, Bickford relates how these men and their families have come to terms with the shock of unification, capitalism, and citizenship since the fall of the Berlin Wall. Often caricatured as unrepentant, hard-line communists, former officers recount how they have struggled with their identities and much-diminished roles. Their disillusionment speaks to global questions about the contentious relationship between the military, citizenship, masculinity, and state formation today. This study describes the inner design of military forces in a German democracy-Innere Fuehrung-in the face of new challenges. "Transformation" and its various manifestations, including EBAO and NCW/NCO are contrasted with Innere Fuehrung. Differences of contemporary NATO, U.S., and German concepts are discussed and possible connection points for Innere Fuehrung are highlighted. Some of the approaches examined are dominated by the extensive use of technology. The analysis is focused on a possible contradiction between technology and Innere Fuehrung as an enabler of successful interagency cooperation. The study concludes that Innere Fuehrung is a guiding principle based on the application of the German constitution, the Basic Law, to the reality of soldierly service. In contrast to Transformation or RMA, Innere Fuehrung emphasizes the human being as a citizen rather than technology as tools of war. Innere Fuehrung constitutes the heart of the Bundeswehr's institutional culture and remains applicable in the present. Citizens in uniform at home in the pluralism of state and society are best able to adapt to the security and defense challenges of the present-in contrast to an exclusive military caste or an outsourced mercenary horde.
