As the workforce sees a significant exodus of experienced Baby Boomer retirees, the public sector is expected to face challenges in attracting and retaining Talent within the 21st Century. With the rapid shift into the fourth Industrial Revolution of automation, younger generations will soon be the preponderance of the labor force. However, the work ethics and personality traits of Millennials and Gen Z are not typical to those of previous generations, which poses a complex challenge for Leadership, specifically those the public sector. While there is prior research on what younger generations value in the workplace, minimal studies have examined their motivational factors and preferred leadership characteristics. This study will analyze the paradigm shift in the workforce to explore what Leadership characteristics attract and retain younger generations and what motivational factors influence different age groups. It will focus specifically on CSUN Political Science undergrads and public sector employees who serve on the Kern County Workforce Board. To attain the needed data, a mixed-methods approach will be utilized in the form of survey questionnaires. This research aims to provide an understanding of the leadership characteristics and motivational aspects that influence younger generations to ultimately reduce high turnover rates and attract Talent within the public sector.
