Los transportes públicos colectivos, la accesibilidad y la movilidad en la Región Metropolitana de Florianópolis (RMF) son afectados por distintos elementos que se refieren al desarrollo de la formación socioespacial en esta región. Los elementos que dificultan la movilidad cotidiana incluyen a factores físicos, como la topografía e hidrografía, factores socioeconómicos y la propia estructuración urbana de la región. En hipótesis, la esencia de estas contradicciones radica en una superestructura conservadora, que determina la producción de los servicios de transporte, la planificación urbana y de los transportes e incluso, la estructuración del espacio. La estructura urbana de la RMF ha evolucionado a partir de un polo de atracción de viajes en la parte oeste de la Isla de Santa Catarina, para una región metropolitana multipolar, cuya complejidad y dinámica de los desplazamientos, no han sido acompañados de servicios de transporte público ni de infraestructuras de transporte adecuadas. Carreteras federales y de la unidad de federación, originalmente diseñadas para satisfacer los flujos regionales y dar acceso a las zonas turísticas, acumularon la función de las vías urbanas locales. Sin embargo, todavía son operadas y administradas cómo carreteras. Con la ausencia de prioridad de operación para los autobuses (carriles-bus) – así como de una tecnología más competitiva, capaz de atraer con más intensidad a los usuarios de automóviles – el resultado ha sido la débil atracción del servicio de transporte público, cuyos tiempos de recorrido y las condiciones de confort han empeorado mucho. Sin embargo, los capitales de transportes mezclan estrategias pre-capitalistas (relaciones clientelistas con el Estado) a estrategias de logística corporativa (que utilizan las TIC), asegurando la rentabilidad del sistema, aunque la eficacia para el usuario sea negativa. Estas estrategias pacifican las aparentes contradicciones entre el capital de transporte y el capital inmobiliario, pues hacen rentables la operación del transporte público mismo en contextos de dispersión urbana y desorganización del sistema viario, un rasgo muy visible en el espacio de la RMF. Administrar políticas de movilidad urbana en medio de esta complejidad en términos de base y superestructura, requiere capacidades de planeamiento, financiación y concertación política que no existen en la región, poco dotada de recursos humanos e económicos. De hecho, estas condiciones de financiación, de planeamiento, de gobernanza, de producción de transportes y otras condiciones de movilidad hacen con que sea difícil la realización de saltos necesarios a la calidad de las interacciones espaciales, así cómo al propio desarrollo en la región.
