A long and distinguished tradition of writers have used the form of a satirical dictionary to undermine the received ideas of their day. The embarrassing living conditions of more than one billion poor people in developing countries in combination with the increasing gap of living standards between the poor and the rich, has provided a strong motivation for development policy to change this situation. From its beginning, policy has aimed for stimulating economic growth in order to improve living conditions for everyone. The endurance of poverty, however, has motivated to extend the traditional »growth is good for the poor« by a more targeted policy that combines growth with a particular emphasis on improving the situation of the poor. This is exactly the objective of »pro-poor growth«, a term that became popular during the late 1990s and which seemed to dominate the stage with the propagation of the Millennium Development Goals, including its goal to halve poverty by 2015. This volume contains six papers that address various core issues of pro-poor growth policies. These papers were presented at the annual meeting of the Research Committee Development Economics (Ausschuss Entwicklungsländer des Vereins für Socialpolitik) in 2005. Papers were lively discussed at the meeting and later on improved by comments from anonymous referees. All authors have done extensive research in the field of pro-poor growth, including field studies. Accordingly, their contributions - reflecting this knowledge and proficiency - pick up recent developments in the field. The discussion of most appropriate pro-poor growth policies is an ongoing process which has been documented by a growing literature. This book contains the revised and updated versions of twelve papers which were presented at the 17th joint seminar of the faculties of economics of the Universities of Nagoya and Freiburg. The seminar took place in 1997 in Nagoya and marked the 25th anniversary of the cooperation between both faculties. The subjects of the book concentrate on long-term economic and business issues common to Japan and Germany on the turn of our century.Firstly, both countries experience continuing and interrelated problems in the labor market, budget deficits, demographic changes and the future of the social security system. Secondly, globalization, technical progress and shift of social values lead to structural changes of the economy and its institutions, particularly to deregulations and network economies. As a consequence, new ways of cooperation between firms, customers and suppliers will be established. Thirdly, the network economy changes also the inner structure and management of the companies in both countries including new organizational patterns such as the holding company or the virtual enterprise, the tight cooperation of small and medium-sized companies, human resource management and compensation.Although the broad issues in both countries - as in other mature economies - are essentially the same, the details under the surface are different and therefore ask for different solutions. The identification of these similarities and differences by theoretical and empirical methods constituted a key objective of the seminar, as well as of previous seminars.

It is the aim of this collection of reports to establish a basis for comparing various seigneurial courts in pre-modern Europe. The contributors are largely medievalists.To come to terms with the subject, a defintion of courts which were seigneurial, given the variety of legal heritages, had to be set up. One of the first observations made was that on the Continent, where central courts were less prominent, there appears to be a more flexible notion of seigneurial jurisdiction. The contributors then look at the variety of jurisdictions in which lords in medieval and early modern Europe governed the legal relations of their vassals. Also the seigneurial jurisdiction is placed within its national context as one variety of courts which co-existed with other forums. Next the authors observe the origin and nature of substantive law which was implemented in the courts. Finally, focus is put on procedure. In England the medieval period witnessed considerable developments in the way in which cases came before the manorial court and how proof of the compainant's claim was ascertained.The reports provide a framework for further study. They demonstrate similarities and differences between seigneurial jurisdictions in England and on the Continent. One significant observation is that seigneurial jurisdictions seemed to have survived longer on the Continent than in England. Moreover, Continental seigneurial courts seemed to have serviced a broader strata of society. Yet, what is perhaps most striking are the similarities in procedure and in the process of custom making which the collected reports uncover.

The Hague Peace Conferences of 1899 and 1907 dealt with three interlinked topics: the peaceful settlement of disputes, including by arbitration; the restriction of armaments and military budgets; the laws of war. The first two were aimed at preventing the outbreak of war, not by restricting the jus ad bellum in its substance, but by inducing states not to use their continuing war power and to limit the growth of their war machinery. The third topic was concerned with containing the brutality of war where its prevention had failed. Whereas the Conferences succeeded in codifying the laws of war, they made less progress with regard to the peaceful settlement of disputes and failed on limiting armaments. Worst of all, they could not prevent the outbreak of World War I. This volume uses the occasion of the 100th anniversary of the Second Hague Peace Conference to follow up on the then concerns and objectives, looking at the Hague legacy through the lens of today's problems. The 27 contributions treat the most pressing recent issues of non-proliferation and disarmament, international humanitarian law and judicial dispute settlement. Three questions run like a thread through this volume: 1. In which areas have the promises of 1899 and 1907 remained unfulfilled and why? 2. In which areas has there been progress, in which other areas perhaps regression? 3. What are our prospects and how can we international lawyers help shaping a promising future in respect of the prevention and containment of war? Whereas the 'empire of law' in international relations and the age of international justice, which were envisaged in the Convention for the Pacific Settlement of International Disputes of 1899/1907, have not yet arrived on the global level, we Europeans have made considerable progress since 1945. But in the age of globalization, Europe cannot for long remain an Isle of the Blest. Together with the other peoples of the United Nations we must therefore strive toward fulfilling the promises of the UN Charter and the Universal Declaration of Human Rights - peace, justice, freedom and prosperity for everyone and all nations large and small. Only then can wars be prevented.
